Introduction

 

The purpose of this report is to detail the progressive amount of donations, allocations, waiving of fees and other similar contributions for the 2017-18 financial year.

Financial impact statement

 

Council has allocated $95,000.00 in the 2017-18 Budget for contingencies. 

 

 

Recommendation

 

That the status of the contingency funds allocations for 2017-18, be noted.

Subject:             Monthly Financial Report as at 30 September 2017

Introduction

 

Section 202 of Local Government (General) Regulation 2005 requires that the responsible accounting officer of a council must:

a)     establish and maintain a system of budgetary control that will enable the council’s actual income and expenditure to be monitored each month and to be compared with the estimate of the council’s income and expenditure, and

b)     if any instance arises where the actual income or expenditure of the council is materially different from its estimated income or expenditure, report the instance to the next meeting of the council.

 

Issues

 

This report provides the financial results of the Council as at 30 September 2017. Attachment 1 summarises the Council’s financial performance and its source and application of funds. It also summarises the operating result for each of the Council’s principal activities. Attachment 2 details the financial position of the Council as at 30 September 2017. Attachment 3 details the cash flow of the Council as at 30 September 2017.

 

Relationship to City Plan

 

The relationship with the City Plan is as follows:

 

Outcome 1:     Leadership in Sustainability.

Direction 1b:    Council is a leader in the delivery of social, financial and operational      activities.

 

Financial impact statement

 

There is no direct financial impact for this matter.

 

Conclusion

 

The Council’s Manager Corporate and Financial Planning, as the Responsible Accounting Officer, advises that the projected financial position is satisfactory. The Current Ratio as at 30 September 2017 is 2.12 compared to 2.08 as at 30 June 2017. The Current Ratio is a financial indicator specific to local government and represents its ability to meet its debts and obligations as they fall due.

 

Recommendation

 

That the Administration and Finance Committee acknowledges that the Responsible Accounting Officer has advised that the projected financial position of Council is satisfactory.

Subject:             Presentation of the 2016-17 Financial Statements

Introduction

 

Under the provisions of s418 of the Local Government Act 1993 (the ‘Act’), Council is required to present its Financial Statements together with the Auditor’s Report to the public.

 

Issues

 

The Audit Report for the 2016-17 Financial Reports was received from the NSW Audit Office on 13 October 2017. In accordance with s418(2) and (3) of the Act, public notice of this meeting was given in the required format in the Southern Courier published on 7 November 2017. Copies of the document were subsequently made available to the public at the Customer Service Centre, the Libraries and was also available on the Council’s website.

 

The Financial Reports were submitted to the NSW Office of Local Government (OLG) on 14 October 2017 and were the first set of financial reports submitted to the OLG by Randwick City Council under the new local government audit regime of the NSW Auditor-General.

 

As required under s419(3), Mr Gary Mottau, Director Audit and Assurance of Hill Rogers, will be in attendance at the meeting and will present the 2016-17 Financial Reports to the Council.

 

Relationship to City Plan

Financial impact statement

 

For the 2016-17 financial year Randwick City Council performed very well against the financial performance indicators mandated by the NSW Office of Local Government. The benchmark for five (5) of the financial performance indicators was achieved and in most cases exceeded. The financial indicator that Randwick City Council did not meet was the Debt Service Cover Ratio which was a result of Council not utilising loan borrowings.  

 

Conclusion

 

Council’s reporting of the financial performance and position of Randwick City Council for the 2016-17 financial year has now been finalised. 

 

 

 

Recommendation

 

That the 2016-17 Financial Reports be adopted.
