RESOLUTION: (Mayor, Cr D’Souza/Matson) that should there be more than one (1) candidate duly nominated for the positions of Mayor and Deputy Mayor, then the elections are to be conducted by the method of open voting (show of hands) in accordance with Schedule 7, Part 1, Clause 3 of the Local Government (General) Regulation and the names be taken in alphabetical order.

 

MOTION: (Mayor, Cr D’Souza/Matson) CARRIED - SEE RESOLUTION.

 

The Mayor Cr Noel D’Souza vacated the Chair and handed over to the General Manager as Returning Officer for the election.

 

Election of Mayor

The General Manager, as Returning Officer, invited nominations in writing from Councillors for the Office of Mayor, in accordance with Schedule 7, Part 1, Clause 2 of the Local Government (General) Regulation. The General Manager declared the nominations closed.

 

Councillors Hamilton and Shurey were duly nominated for the Office of Mayor.

 

Councillors Hamilton and Shurey accepted the nominations in writing.

 

The General Manager advised, in accordance with Schedule 7, Part 4, Clause 13 of the Regulation, that the respective candidates received the following number of votes:

 

·         Councillor Hamilton - 6 votes

·         Councillor Shurey - 9 votes

 

The General Manager declared, in accordance with Schedule 7, Part 4, Clause 13 of the Regulation, that COUNCILLOR LINDSAY SHUREY was ELECTED as Mayor for the ensuing term until September 2019.

 

The newly elected Mayor, Cr Lindsay Shurey, assumed the Chair.

 

Election of Deputy Mayor

RESOLUTION: (Andrews/Matson) that the Council elect a Deputy Mayor and the term of election of the Deputy Mayor be for one year from September 2017 to September 2018.

 

MOTION: (Andrews/Matson) CARRIED - SEE RESOLUTION.

 

The General Manager, as Returning Officer, invited nominations in writing from Councillors for the Office of Deputy Mayor, in accordance with Schedule 7, Part 1, Clause 2 of the Local Government (General) Regulation. The General Manager declared the nominations closed.

                 

Councillors Da Rocha and Luxford were duly nominated for the Office of Deputy Mayor.

 

Councillors Da Rocha and  Luxford accepted the nominations in writing.

 

The General Manager advised, in accordance with Schedule 7, Part 4, Clause 13 of the Regulation, that the respective candidates received the following number of votes:

 

·         Councillor Da Rocha - 6 votes

·         Councillor Luxford - 9 votes

 

The General Manager declared, in accordance with Schedule 7, Part 4, Clause 13 of the Regulation, that, given there was only one (1) nomination for the position of Deputy Mayor, COUNCILLOR ALEXANDRA LUXFORD was ELECTED as Deputy Mayor for the ensuing term until September 2018.

 

Appointment of Committees & their Membership

RESOLUTION: (Matson/Stavrinos) that:

 

a)     the duties, functions, quorums and delegated authorities be accepted for the General Council Committees and external bodies be accepted; and

 

b)     the appointments to those General Council Committees and external bodies for the ensuing term until September 2018 be in accordance with the attachment to these Minutes.

RESOLUTION: (Stavrinos/Andrews) that this matter be deferred to first ordinary Council meeting.

 

MOTION: (Mayor, Cr Shurey) that the General Manager is delegated to survey all Randwick City Councillors for endorsement to undertake none, any or all of the following options relevant to the Australian Marriage Law Postal Survey should a majority of Councillors indicate support to him:

 

Option 1 -   The flying of the rainbow flag at Randwick Council;

 

Option 2 –  Installing rainbow banners on Randwick Town Hall and using Council’s Community Information Banner sites at South Coogee, Kingsford, Maroubra, Randwick and Barwon Park depending on availability;

 

Option 3 -    The immediate issuing of a public statement via print advertisements, the Mayoral Column, email systems, Council social media platforms, email systems, and web sites indicating that Randwick City Council supports a "yes" vote;

 

Option 4 -   Run “Mail Your Vote” stalls at key hubs in the community; and

 

Option 5 -    Use Council officers or consultants to form an Australian Marriage Law Postal Survey response team to help Randwick residents:

1.    Deal with emotional anxiety or harassment associated with the survey;

2.    Obtain replacement ballot papers for legitimately stolen or lost ballot paper; and

3.    Obtain background context on LGBTQIA issues;

 

AMENDMENT: (Stavrinos/Roberts) CARRIED AND BECAME THE MOTION.

MOTION: (Stavrinos/Roberts) CARRIED – SEE RESOLUTION.

 

RESOLUTION: (Neilson/Andrews) that Options 1 and 2 (as follows) be supported by Council:

 

Option 1 -   The flying of the rainbow flag at Randwick Council;

There being no further business, Her Worship the Mayor, Cr L Shurey, declared the meeting closed at 8:01pm.
