RESOLUTION: (Belleli/Stavrinos) that the Minutes of the Works Committee Meeting held on Tuesday 11 July 2017 (copies of which were circulated to all Councillors) be and are hereby confirmed as a correct record of the proceedings of that meeting.

Works Reports

 

W18/17    Works Report - Coogee Beach Stormwater Quality - Working Group Recommendations (F2017/00158)

WO26/17

RESOLUTION: (Matson/Stavrinos) that:

 

a)     the options developed by the Coogee Beach Stormwater Quality Working Group to improve water quality at Coogee Beach be received and noted.

 

b)     Council continue the existing initiatives to manage stormwater quality and seek to make operational improvements to improve stormwater quality.

 

c)     Council formally request Sydney Water to investigate the capacity and operational requirements of the old Coogee Cliff Face Outfall at Dolphin Point and the Coogee Diversion Sewer for potentially receiving stormwater from the northern stormwater outlet and the southern stormwater outlet or a combination into these Sydney Water assets.

 

d)     subject to the outcome of the investigations by Sydney Water and the feasibility of the proposal to divert stormwater from the northern and southern stormwater mains into the existing Sewer mains, that a proposal be developed to divert stormwater from discharging at the beach. The project feasibility and funding requirements to be reported back to Council.

 

e)     Council develop design concepts to divert the existing stormwater outlet at the southern end of the beach away from the ocean pool.  The project feasibility and funding requirements to be reported back to Council.

 

f)     Council consult with key stakeholders to develop procedures for plumbers to use when responding to pollution incidents.

 

g)     Council conduct a comprehensive community education campaign encompassing short term and medium term initiatives to improve the community’s awareness of stormwater quality including targeted campaigns for specific pollution sources.

 

h)     Council investigate the performance of existing Gross Pollutant Traps (GPTs) and the suitability of the existing maintenance plan to ensure that the passing of litter through the GPT is minimised. A plan be developed to address the outcomes of the investigation.

 

i)      Council develop a Beach Water Quality Policy for Council lifeguards to implement at times of pollution incidents and when the beach is not suitable for swimming.  The Policy also be complemented with appropriate signage that can be used to inform beachgoers.

 

j)     Council continue to work proactively with Sydney Water by improving communication and the sharing of information to reduce and manage sources of pollution within the catchment.

 

k)     the Working Group meet in November 2017 to monitor and review the progress on the recommendations.

W19/17    Works Report - Arthur Street - New Laneway - Naming (F2004/07140)

RESOLUTION: (Smith/Neilson) that:

 

a)        the staff be thanked for their naming suggestions; and

 

b)        a further report be brought back to Council offering three further proposed names for the new laneway off Arthur Street, Randwick.

 

MOTION: (Matson/Shurey) that:

 

a)        Council select Tree of Knowledge Lane as the proposed name for the new laneway off Arthur Street, Randwick.

 

b)     Council conduct community consultation on the proposed name to seek community feedback.

 

c)     A further report be brought back to Council on the outcome of the community consultation.

Urgent Business

 

UB7/17     Cr Greg Moore - Waste Collection Review

 

 

WO28/17

The Chairperson accepted the matter as urgent business.

 

RESOLUTION: (Moore/Bowen) that Council review the waste collected by and on behalf of Council is being legally disposed with all appropriate fees and levies being paid to appropriate authorities.

 

MOTION: (Moore/Bowen) CARRIED - SEE RESOLUTION.
