The Filipino Australian Community Association, Eastern Sydney (FACAES) has submitted an application to hold a Filipino Cultural and Arts Festival between 10am and 7pm on Sunday, 5 November 2017 at Alison Park, Randwick.
The event will include up to 20 stalls comprising a mix of food and merchandise, a stage for traditional music and dance, judging of a beauty pageant/competition to choose Miss FACAES Charity Queen and seating for approximately 200 people. The total estimated attendance throughout the day is 800 – 1000 people.
The Association has advised that one of the main purposes of the event is raising funds and donating part of the money received to charity organisations including the National Red Cross of Australia to support typhoon and calamity victims in the Philippines. FACAES is an affiliate member of the Philippine Community Council of New South Wales (PCC-NSW) and holds a charity fund raising permit.
The association has requested that Council waive any fees associated with this event. The relevant fees are as follows:
Application Fee - Casual Hire of Public Spaces/Community Land for
Community / non-profit events - between 301-1000 people $433.00
Hire of Park - Non-commercial entity – per minor event full day $420.00
Food Registration - Temporary food stalls x 10 @ $85 $850.00
Waste - Supply & remove Sulo bins x 6 @ $89.00 $534.00
Financial impact statement
Should Council accept the report recommendation, the financial implication to Council is $2,237.00, to be funded from the 2017-18 Contingency Fund.
It is considered that this cultural festival is a community event that will be well patronised by the Filipino community and our local residents, who will enjoy the traditional music, dance and food of the Philippines.
The event is similar in size to other successful events that have been held at Alison Park. It is recommended that Council support this event by waiving the event fees.
a) Council votes $2,237.00 to cover the fees associated with the Filipino Cultural and Arts Festival to be held on Sunday 5 November 2017 at Alison Park, Randwick, the funds to be allocated from the 2017-18 Contingency Fund.
b) the Filipino Australian Community Association, Eastern Sydney (FACAES) be requested to appropriately and prominently acknowledge and promote council’s contribution to the Filipino Cultural and Arts Festival.
c) the Mayor or the Mayor’s representative be given the opportunity to address the event on behalf of Council.
