Introduction

A request has been received from Mr Mark Windon, President of Surfing NSW seeking assistance from Council towards the conduct of the 2017 Schools Regional Titles held at Maroubra Beach from 18 to 19 May 2017.

Issues

This annual event draws the best young surfers from all over NSW to Maroubra Beach and is an important stepping point for young and promising suffers towards a professional career in the sport. The event also provides an economic benefit for the local Maroubra business community.

The fees required to be waived are as follows:-

Application Fee                                               $177.00

Beach Hire x 2 days                                     $1,064.00

Lifeguard hire x 8 hours x 2 days                         $1,952.00

Jet ski hire x 8 hours x 2 days                     $1,152.00

Total:                                                          $4,345.00

Funds for this event will be allocated from the 2016-17 Contingency Fund.

Conclusion

It is considered that the Schools Regional Titles is of great benefit to the local area and draws many visitors to the beach. It is considered that Council’s assistance be given by waiving the associated fees.

Recommendation

That Council vote $4,345.00 to cover the fees associated with the conduct of the 2017 Schools Regional Titles held at Maroubra Beach from 18 to 19 May 2017 and funds be allocated from the 2016-17 Contingency Fund.

Mayoral Minute No. MM11/17

Subject:              Coogee Boatshed - Request for Erection of Commemorative Sign and Plaque

Folder No:                F2011/00406

Author:                     The  Mayor, Cr Noel D'Souza

Introduction

A request has been received from the Coogee Surf Club requesting Council’s permission for the Club to erect a sign and a plaque at their boatshed on the lower promenade of Coogee Beach in commemoration of Mr John LeMarseny.

Issues

The Coogee Surf Club and the Randwick City community were all very saddened by the recent passing of Mr John LeMarseny. John was a former surf club captain, Club President, Australian champion boat sweep, an inductee of the Randwick City Sporting Hall of Fame and a life member of the Coogee Surf Life Saving Club. At a recent meeting of the Surf Club, a unanimous resolution was passed to commemorate John’s memory by naming the boatshed in his honour.

The Club have requested Council’s permission to fit a sign above the doorway and a small stainless steel plaque to the right hand side of the door of the boat shed, with the costs to be borne by the Club. John’s family have been invited to attend a small ceremony at the boatshed on Sunday 28th May 2017 so Council permission is required in order to erect the sign and plaque before then.

Financial impact statement

There is no direct financial impact for this matter.

Conclusion

It is only fitting that Council grant permission to erect the sign and plaque to rename the Coogee boat shed to commemorate the wonderful life and outstanding achievements of John LeMarseny.

Recommendation

That Council grant permission for the Coogee Surf Life Saving Club to erect a sign and plaque at their boat shed to commemorate the wonderful life and outstanding achievements of John LeMarseny.

Mayoral Minute No. MM12/17

Subject:              Sydney Film Festival partnership

Folder No:                F2014/00608

Author:                     The  Mayor, Cr Noel D'Souza

Introduction

The 64th annual Sydney Film Festival is on 7-18 June 2017.

For the first time, the Film Festival is coming to Randwick City with screenings at the Ritz Cinema in Randwick coinciding with the Cinema’s 80th birthday celebrations.

Issues

The Sydney Film Festival screens at multiple locations across Sydney and includes more than 200 films that you won’t usually find in cinemas. The festival is a major event on the NSW cultural calendar and is one of the world’s longest running film festivals. It is supported by the NSW Government through Screen NSW and Destination NSW, the Federal Government through Screen Australia and the City of Sydney.

I am very pleased to see the festival come to Randwick as I believe this will have a positive impact on our local economy. It will also help promote the Randwick precinct as a significant cultural and artistic destination. Staff from the Sydney Film Festival have held discussions with Randwick Council staff and have developed the following draft partnership agreement for 2017:

Sydney Film Festival draft partnership agreement is as follows:

Sydney Film Festival proposed commitment:

§  Recognition of Randwick Council’s support on the Sydney Film Festival website.

§  Provision of tickets for a giveaway competition.

§  Invitation to attend and speak at Opening Night at The Ritz Cinema.

§  Acknowledgement of Council support of the Film Festival by displaying a Council banner or promotional material supplied by Council at The Ritz.

§  Recognition of Council’s support via SFF social media and digital channels.

Randwick Council proposed commitment:

§  Promotion of the Sydney Film Festival on Council’s website.

§  Feature story in Randwick eNews.

§  Promotion on Council’s social media channels.

§  Promotion in Council’s advertising in local media.

§  A media release in support of the event.

Financial impact statement

The production of a Council banner is estimated to cost $500 and can be funded from Council’s existing communications budget.

Conclusion

The Sydney Film Festival coming to Randwick is a significant occasion and a great achievement for the City of Randwick. The Festival will bring economic and cultural benefits to our area and it is appropriate that Council supports the event to ensure its success.

Recommendation

That:

1)     Randwick City Council offer its official support to the Sydney Film Festival coming to Randwick; and

2)     The General Manager be delegated authority to enter into a partnership agreement to support the Sydney Film Festival as outlined in this Mayoral Minute.
