Community Services Report No. C2/16

Subject:                  Sister City Narrabri's Library successfully implements Randwick City Library's science and senior's programs

Folder No:               F2004/08383

Author:                    Barbara Todes, Manager Library Services

Introduction

Randwick City Library’s Manager met with Cr Redding from Council’s Sister City, Narrabri Shire, at the Public Libraries Conference in Mudgee in 2014 and arranged for her and the Narrabri Shire Library Manager to visit Randwick City Library in March 2015. The Narrabri Library Manager visited again in August 2015 and met with a representation from the Sydney Children’s Museum, which is one of Randwick Library’s partners in providing their science programs, to undergo training so that she could present the Little Bang Discovery Club in Narrabri

Issues

As a result of these visits and sharing of programs, templates and ideas, the Narrabri Shire Library Manager has successfully presented the following events:

·      The first series of The Little Bang Discovery Club, with a waiting list for the next session planned in April.

·      A Science Fair using many of the experiments displayed at Randwick Library and demonstrated by the Children’s Museum, with around 100 children and parents attending.

·      A Science Fair at the Narrabri Public School with 410 children attending with their teachers. This was a great opportunity to instill an interest in science into the children and also foster a future relationship between the library and the school.

Feedback from surveys of the events was very positive.

The Narrabri Library Manager is also planning to introduce the following programs based on Randwick City Library’s programs:

·      Creative Writing/Drama sessions

·      Computer coding and/or Robotics

·      Children’s Book Groups

·      Science programs

She acknowledges that the introduction and implementation of these programs would have been very difficult or in some cases impossible to achieve without the assistance provided by Randwick City Library. In addition, she will be implementing some of Randwick City Library’s senior’s programs and using volunteers to run some of these programs. Randwick City Library and Narrabri Shire Library are planning to present a joint paper at the next Public Libraries Conference on this beneficial partnership titled “City Mouse, Country Mouse”, extolling the benefits for both parties in a sister city relationship.

Relationship to City Plan

The relationship with the City Plan is as follows:

Outcome 2:       A vibrant and diverse community.

Direction 2b:     Strong partnerships between council, community groups and government agencies.

Financial impact statement

There is no direct financial impact for this matter.

Conclusion

Narrabri Shire’s Library Manager singlehandedly devises, constructs and presents all programs for their three libraries. Partnering with Randwick City Library has enabled her to implement a range of Randwick City Library’s programs relatively seamlessly, with fantastic outcomes for their community. Randwick City Library has been invited to visit Narrabri, which will have further benefits for both libraries.

Recommendation

That Council receive and note this report on the successful partnership between Randwick City Library and Narrabri Shire Library as a result of the Sister City relationship between the two councils.
