Introduction

 

A request has been received from the Coogee Chamber of Commerce, who have been having some preliminary conversations with local community members and businesses, for Council to give consideration to the establishment of a potential Randwick City Council Sporting Walk of Fame.

 

Issues

 

The concept would run along similar lines as our existing Surfing Walk of Fame and would see our local sporting legends both past and present being recognised with a Walk of Fame. Inductions could occur at various major community events and would be an opportunity to promote our City and its vibrant sporting community as a tourist destination for potential visitors and to encourage a sense of pride and belonging in the Randwick City community.

 

Some concepts to investigate would include the implementation of this Walk of Fame on Coogee Bay Road as part of the impending upgrade, to allocate this Walk of Fame along a range of tourist walking corridors, along our famous coastline or around our many sporting ovals.

 

Should this concept be supported by Council, there would, of course, need to be a strict set of rules and guidelines established around the process for selecting the inductees into the Walk of Fame.

 

Financial impact statement

 

There is no direct financial impact for this matter at this stage of the process.

 

Conclusion

 

This concept could potentially become one of the most prominent tourist attractions in New South Wales, resulting in increased visitations to our City by Australians and international visitors alike.

 

Recommendation

 

That Council staff prepare and bring back a report into the possible establishment of a Sporting Walk of Fame in the Randwick City area, such report to include possible locations for the Walk and the formulation of a strict set of rules and guidelines around the process for selecting the inductees into the Walk of Fame.

Introduction

 

Randwick Council over a number of years assisted the local RSL Sub-branches to stage the Anzac Day commemoration.† This year Council has received a request from our local RSL Sub-branches to assist with the cost of Audio Visual requirements and to fund the cost of breakfast at the Coogee Diggers Club following the Anzac Day Dawn Service at Coogee Beach.

 

Issues

 

2015 commemorates the Centenary of ANZAC, marking 100 years since our nationís involvement in the First World War.† This yearís event will be held on Saturday 25 April at dawn.

 

This year three local RSL sub-branches (Coogee Randwick Clovelly, Kensington & Malabar) have joined together to form the Combined ANZAC Centenary Memorial Committee.† They are organising a joint special ANZAC Day Dawn Service at Coogee Beach.

 

Two sub-branches (Matraville & Maroubra) are holding their own independent dawn services at their respective Clubs and Memorials.

 

The Combined ANZAC Centenary Memorial Committee (CAMC) has applied for a Federal Government Grant through the Department of Veteran Affairs, and been granted $20,382.00. This grant will go towards the cost of holding the Dawn Service event such as security services, barricades, some advertising and printing material.

 

The CAMC has written to Randwick City Council requesting financial assistance of $20,944.00 to help fund the remaining costs of holding this significant ANZAC Day event.† This requested amount will cover the costs of audio visual equipment hire & a community breakfast at the Coogee Diggers Club following the service. The breakdown of costs is $13,444.00 for audio visual equipment and $7500.00 to cover the free breakfast to be provided at the Coogee Diggers Club.

 

The CAMC has also requested In-kind support to the value of approximately $10,000.00 (traffic management advice, removal of bins, building temporary cenotaph, event management advice, graphic design assistance, printing, reserving Dolphin Street car park, hiring of outdoor space, removing wreaths from Coogee and replacing them at High Cross Park and Fallen Life Savers Memorial).

 

No formal requests for support have been received from the other two RSL clubs.

 

Council will promote all local ANZAC Day events on its website and in the Mayorís Column.† Banners will be installed throughout the City to commemorate this centenary event.

 

 

 

Financial impact statement

 

The request for financial assistance amounts to $30,944 (including $10,000 worth of in-kind support).† This amount has been provided in the 2014/15 Budget in anticipation of the Centenary ANZAC Day 2015 event.†

 

Conclusion

 

This year, the nation will be holding special ANZAC Day events commemorating the 100th Anniversary of the landing of ANZAC troops at Gallipoli.† The local RSL sub-branches (Coogee Randwick Clovelly, Kensington & Malabar) will be organising a joint special ANZAC Day Dawn Service at Coogee Beach. This service will replace the service usually held at High Cross Park.† Held at sunrise on the beach, the Dawn Service is expected to attract more than 5,000 people.

 

The event will be promoted as an alternative to the City events and will be accessible for families and the elderly. †As this is the most important event in the RSL calendar, and to ensure its smooth operation on the day, a decision by Randwick City Council to support this event is considered appropriate.

 

Recommendation

 

That Council support our local RSL Clubs in the organisation of the 2015 Anzac Day Dawn Service at Coogee Beach through the provision of:

 

a)†††† Financial assistance of $20,944.00 for the hire and installation of various equipment & free breakfast at the Coogee Diggers Club;

b)†††† In-kind assistance to the value of $10,000.00 as detailed in this report, and

c)†††† the event organiser undertakes to appropriately and prominently acknowledge and promote Councilís contribution prior to and during the event.
