Notice is hereby given that a Community Services Committee of the Council of the City of Randwick will be held in the Council Chamber, First Floor, 90 Avoca Street, Randwick, 30 Frances Street, Randwick, on Tuesday, 8 October 2013 at 6:00 p.m.

Introduction

 

The Sports Committee Minutes for the meeting held on 21 August 2013 in the Matraville Room, Randwick City Council Depot, 192 Storey Street, Maroubra are presented at the Council Community Committee.

 

Issues

 

As scheduled, the Sports Committee has met and the minutes of the meeting, which reflects discussions and outcomes, are attached.

The relationship with the City Plan is as follows:

 

Outcome 5:       Excellence in Recreation and Lifestyle Opportunities

Direction 5a:      Maximise opportunities for residents and visitors to enjoy both active and passive open space uses.

Conclusion

 

It is recommended that Council acknowledges and accepts the minutes of the attached Sports Committee.

1.      Welcome & Apologies:

 

       George Bounassif welcomed committee members. Corey Morris, was introduced as Acting Supervisor, Sports Fields, during Jason Gaskin’s six months secondment to another part of Council. Apologies were noted.

 

2.      Previous minutes of 15 May 2012

 

       Minutes of the meeting of 15 May were confirmed. Moved by Mick Fisher and seconded by Daryl Trezise.

        

 

 

 

 

3.      Business arising from previous minutes

      

       Mick Fisher said he was concerned about the sight screens at Snape Park cricket field. He thought the metal construction and positioning was potentially dangerous if a child ran into it. George Bounassif said the sight screens are being assessed.

 

4.      General Business

 

4.1      Summer Season 2013/2014

 

       Chris Hunter advised that the summer season applications for sports fields have been assessed and all requests have been accommodated. Some sporting bodies will already have received their confirmation letters. Others will receive them shortly. [Invoices will be issued in a few weeks, allowing time if changes need to be made, prior to invoicing.]

 

4.2      South Sydney Junior Rugby League - compliment concerning sports fields cancellations in wet weather

 

       Chris Hunter said the President of South Sydney Juniors, Keith McCraw, contacted him on a Saturday, twice this year, to say they were self-cancelling all games because of the likelihood of damage to the grounds.  Keith McCraw said that Council tries to accommodate games on every occasion and it was only fair that they do the right thing by the grounds. Chris said he appreciated that attitude.

 

4.3      Sports Fields Renovation Program

 

Corey Morris circulated the field renovation program. He said renovation work would be well under way prior to the coming season.  Treatments planned for each sports field were listed. These included: aerate; broadleaf; pre-emergent, nut and rye grass control, wetting agent and fertilising.

 

Jim Squadrito enquired whether the renovations were likely to interrupt field use. Corey said that was unlikely and they would do their utmost to minimise inconvenience to sporting bodies.

 

4.4      Nominations for 2013 Sports Awards - close 6 September

 

       George Bounassif encouraged committee members to consider submitting nominations for the 2013 Sports Awards.  He said there were three Award categories: the Bradley Matthews Memorial Award for students of 13-18 years; the Randwick City Junior Sports Award for primary school children; and the Randwick City Hall of Sporting Champions for sporting legends. Nomination forms and information is on Council’s website under the grants section.

 

4.5      Sports Committee Capital Requests 2014/2015

 

       New Capital Item Request forms will be available at the November meeting.  George encouraged all members to think about capital requests that will be considered for next year’s budget.

 

4.6      Capital works update current year – 2013/2014

 

       George Bounassif presented an update on the progress of capital works at sporting grounds.

 

4.6.1     Chifley Reserve

The current works underway are:

·      Remediation work

·      Earthworks

·      Underground services

·      Drainage

 

4.6.2     Nagle Park Parking Bays

Work is completed on the parking bays with 39 car spaces and an improved pedestrian access and maintenance access to the park.

 

4.6.3     Snape Oval

Quotations for a picket style fence to be installed around the perimeter of the oval are awaited from suppliers. Also, quotations have been requested from contractors for a net extension, synthetic grass repairs, drainage improvement and centre pole relocation.

 

4.6.4     Bardon Park Water Harvesting

The work has been completed. It involves pumping water to Bardon Park collected from the stormwater drain under Coogee Oval car park. The work included installation of a new filtration system.

 

4.6.5     Pioneers Park Score Board

Council is sourcing suppliers, options and quotations.

 

4.6.6     Heffron Park Amenities Building – Central East

Evaluation of tenders has been completed and a recommendation has been made to Council and will be considered at the Council meeting next week.

 

4.6.7     Latham Park – Jeff Sayle Pavilion

The canteen upgrade will commence later in the year.

 

4.6.8     Heffron Park – amenities buildings

Concept design has commenced for the amenities buildings a) near Bunnerong Road and Fitzgerald Avenue, and b) near the AFL field and near Jersey Road.  Council is in the process of arranging consultation with the relevant sporting groups.

 

4.6.9     Coral Sea Park amenities building

Design documentation is well underway. Consultation with clubs will be ongoing.

 

There will be interruption to field access during the building program. Council will, however, do its best to work in with use of fields to the extent possible.

 

Daryl Trezise requested a copy of the technical specifications of Chifley Sports Reserve.  It was noted that all the lights are planned to be installed at the same time as the rest of the work, according to the current plan.

 

Robert Elliott raised the matter of wheelchair access to the Croquet court and building. One option was to apply for funding under Capital Requests for the coming round closing in November.
