Notice is hereby given that a Community Services Committee of the Council of the City of Randwick will be held in the Council Chamber, Town Hall, 90 Avoca Street, Randwick, on Tuesday, 12 February 2013 at 6:00.

Introduction

 

The Sports Committee Minutes for the meeting held on 21 November 2012 in the SES Training Room, Randwick City Council Depot, 192 Storey Street, Maroubra are presented.

 

Issues

 

As scheduled, the Sports Committee has met and the minutes of the meeting, which reflects discussions and outcomes, are attached.

Introduction

 

At the 10 March 2009 Community Services Committee Meeting, it was resolved that the minutes of the Advisory Committees are to be presented to the Community Services Committee.

 

This report brings together for Council’s acceptance, the minutes of previous meetings adopted by the respective Advisory Committees in October 2012.

 

Issues

 

As scheduled, the Advisory Committees (listed below) have met and the minutes of the meetings, which reflect discussions and outcomes, are attached.

 

The minutes will also be available on Council’s website after each meeting. This report includes minutes from:

 

·      Access Advisory Committee – October 2012 (endorsed November 2012)

·      Older Persons Advisory Committee – October 2012 (endorsed November 2012).

1       Minutes

The Minutes of the meeting held on Thursday 9 August were confirmed.

 

2.      Business Arising from Previous Minutes

 

2.1      Community Mental Health Forum

Frida Kitas reported that over 150 people attended the Community Mental Health Forum held at Randwick Town Hall on Monday 20 August 2012.  The Forum was held in conjunction with the Schizophrenia Fellowship of NSW, Aftercare and Eastern Sydney Medicare Local.  RCC will hold another Mental Health Forum in partnership with The Fellowship during Local Government Week in 2013.

2.2      Carers Week screening of MENTAL

Frida Kitas reported that over 300 people attended the special red carpet screening of the new Australian film MENTAL at the Ritz Cinema Randwick on Thursday 4 October 2012.  Frida thanked Marie Le Bechennec from South Eastern Sydney Local Health District (SESLHD) Carers program for promoting support services for carers at the event and PJ Hogan, director of MENTAL for his powerful tribute to carers living in Randwick City and surrounding areas.

 

Action:  For noting.

 

2.3    Twilight Tour

To celebrate Carers Week, RCC and the Prince Henry Hospital Trained Nurses Association will be hosting a Twilight Tour at the Nursing and Medical Museum on Wednesday 17 October from 6.30pm to 9pm.  Cost is $5 and refreshments will be provided.  Flyers were tabled at the meeting.

3. New Business

 

3.1    New Councillor Delegates

The Committee was informed that Cr.Kathy Neilson has been nominated as Chairperson of the Access Advisory Committee for the period of September 2012 to September 2013.  The Committee discussed the meeting structure for 2013 – members were in favour of holding meetings on a bi-monthly basis to better accommodate the needs of service providers and community representatives attending meetings.

 

Action: Frida to report to Council re proposed new meeting structure – and advise the Advisory Committee of the outcome in 2013.

 

3.2      NSW World AIDS Day & Awareness Week

The Committee was informed that RCC has applied for a Red Ribbon World AIDS Day Grant from the NSW Ministry of Health to fund a project to engage with the local community and raise awareness about HIV/AIDS.  This includes knowledge and awareness of HIV transmission, prevention strategies and perceptions around HIV.  RCC will raise funds on the behalf of the HIV/AIDS & Related Program Unit.  Charity options for this year include the Indonesian Positive Women Network, Friends Frangipani PNG, Anglicare PNG, Camp Goodtime and Bobby Goldsmith Foundation.

 

Action:  Frida to provide update on the proposed World AIDS Day project at the November meeting.

 

3.3    Eastern Sydney Disability Information Expo

The Committee was informed that Randwick and Waverley Council will be hosting an Information Expo to celebrate International Day of People with a Disability (IDPWD), and to promote available support services and programs for people with a disability and their carers living in Eastern Sydney and surrounding areas. The Expo is a project of the Eastern Sydney Aged and Disability Services Interagency.  The date and location of the Expo will be determined at the next ESADI meeting in October. 

 

Action:  Frida to provide an update at the November meeting

 

3.4    2013 Community Services Awards

Frida Kitas tabled application forms at the meeting for the Australia Day Community Service Award or Australia Day Young Citizen of the Year Award.  The Awards pay tribute to outstanding community members and acknowledge the people who make our City a better place.  Nominations close 5pm Friday 2 November. 

       

Action:  For noting

 

3.5    Randwick Cultural Arts Program

Frida Kitas tabled flyers / posters for the Twilight Concerts featuring Rachel Scott (October) and Mucho Mambo (November).  Committee members were reminded that both the Randwick Town Hall and Prince Henry Centre at Little Bay are wheelchair accessible venues.

3.5    Bondi Beach, Park and Pavilion Plan of Management

Frida Kitas reported that Waverley Council is currently updating the Bondi Beach, Park and Pavilion Plan of Management for the next ten years. They are seeking feedback and suggestions. Committee members provided feedback at the meeting in regards to current usage and barriers preventing them or their clients from better utilising the Beach, Pavilion and Park areas. Waverley Council will be inviting people to the Bondi Plan of Management Have a Say Day on Saturday 17 November at Bondi Park.

 

Action: Frida to liaise with Chris Bath, Senior Community Worker (Older People and Access) at Waverley Council re feedback from the Advisory Committee.

 

4. Information Share.

 

·      Melinda Ross reported that they are providing lots of Safe Managing models, as part of the new person centred approach for Sunnyfield clients.

 

·      Andrew Blair spoke about Get Connected – Voices Speak – Lives Change, a film created by people living with mental health issues in social housing with a focus on the Eastern Suburbs. The film will be screened at the Ritz Cinema at 10.30am Wednesday 17 October.

 

·      Frida Kitas reported that she will be attending the 3rd Accessible Arts Activated Conference at the Concourse, Chatswood on 30 – 31st October.  The theme for this year is Desire and Destination.

2.1      Carers Week Events

2.2      Randwick Council Homelessness Service Guide

Copies of the Homelessness Service & Accommodation Guide were tabled.  Committee members commented that the guide will be a useful resource for local organisations and residents.

3. General Business

 

3.1    New Council Delegates

The Committee was informed that Cr.Kathy Neilson and Cr.Noel D’Souza (Deputy Mayor) have been nominated as delegates for the Older Persons Advisory Committee for the period of September 2012 to September 2013.  Cr. Neilson will be the Chairperson.  Members discussed the meeting structure for 2013 - the decision was that meetings continue to be held on a monthly basis on the first Wednesday of each month.  It would be beneficial to have representation from Prince of Wales Hospital Community Health, Assessment & Rehabilitation Team.

 

Action: Frida to liaise with Community Health to nominate a member from the Aged Care Assessment & Rehabilitation Team to attend meetings in 2013.

 

 

3.2    2013 Community Service Awards

3.3      Ignite Local History Program

The Committee was informed that Bruce Dennett will be presenting the final talk for 2012 for the Ignite local history series on The America we know and the one we don’t know. The talk will be held on Tuesday 23 October at Maroubra Senior Citizens Centre from 10am.  Morning tea will be provided. Frida tabled flyers.

3.4      Free Public Healthy Ageing Forum

Frida Kitas reported that the Prince of Wales Hospital, Aged Care Psychiatry Services will be holding a free forum on Strategies for Healthy Ageing on Wednesday 14 November form 9.50am to 1pm at South Sydney Junior’s.  Flyers were tabled.

3.5      Knowing your Right Information Session

The Committee was informed that the Junction Neighbourhood Centre has organised an information session on Knowing Your Rights on Friday 5 October from 10am, Level 3 Bowen Library, Maroubra.  The event is free and speakers will include NSW Department of Fair Trading, Energy & Water Ombudsman and Kingsford Legal Centre.  Flyers were tabled.
