Notice is hereby given that a Community Services Committee of the Council of the City of Randwick will be held in the Council Chamber, Town Hall, 90 Avoca Street, Randwick, on Tuesday, 13 November 2012 at 6pm.

Introduction

 

The Sports Committee Minutes for the meeting held on 15 August 2012 in the SES Training Room, Randwick City Council Depot, 192 Storey Street, Maroubra are presented at the Council Community Services Committee.

As scheduled, the Sports Committee has met and the minutes of the meeting, which reflects discussions and outcomes, are attached.

1.    Welcome

Chairperson, George Bounassif, welcomed Committee Members and thanked them for their attendance.  Apologies were accepted.

 

2.    Minutes of the previous meeting

Minutes of the meeting of 23 May 2012 were confirmed, moved by Daryl Trezise and seconded by George Phillips.

  

3.    Business arising from previous minutes

3.1  Centralised irrigation and floodlight system

Dean Lance asked the Chair whether the centralised irrigation/floodlight system was in place at Pioneers Park. Jason Gaskin advised that the irrigation control is operating and floodlight control is scheduled to be introduced by end of year.

 

3.2 Heffron and Pioneer AFL fields

Patrick Keogh asked why Heffron and Pioneers AFL fields are always closed after wet weather. Jason Gaskin explained that there are issues with surface drainage. Chris Hunter advised that the Open Space Department had listed sand slit drainage for this year, but funds were not available in the 2012/13 capital works budget.  Chris Hunter explained the process of sand slit drainage. Patrick Keogh asked when this may take place. Chris advised that funding for sand slit drainage would again  be submitted for consideration for the next financial year’s capital works budget. Chris advised that Council had taken steps to relieve water retention, through verti-draining fields. George Phillips asked Chris to explain this process which he did.

 

4.    General Business

 

4.1          Change over of competition seasonal sports

Jason Gaskin advised Committee Members that the winter sports season was nearing its end. Clubs and Associations were asked to ensure fields and amenities were left in a clean and tidy state at end of season, as per the hire agreement

 

4.2 Notification of completion of seasonal competition

Chris Hunter asked Committee Members to advise Council when Clubs and Associations have finished using fields for the winter season. This allows Council staff to remove goal posts and commence seasonal renovations.

 

David Shalhoub asked if any Rugby posts would be left up for “one off” games during the summer season. Chris Hunter advised that it is not normal practice to allow winter sport during the summer season; however, he said David could submit an application and the matter could be considered.

Jeff Hardy suggested that schools in the area could be approached to conduct these games.

 

4.3  Allocation of Sportsfields - Summer season 2012/13

Chris Hunter advised that applications for hire of sportsfields for 2012/13  Summer sports closed on 13 August 2012.  Applications will be considered in the week ending 24 August 2012 and applicants advised of allocations made.

John Ryan asked if his application was received and Jason confirmed that it had been.

 

4.4  Capital Works 2012/13 approved  

George Bounassif advised that the following works were approved, as part of 2012/2013 Capital Works Budgets:

 

Capital works:

·     Heffron Park Plan of Management works - Stage 2

·     Des Renford Leisure Centre - gym, creche and office

·     Coral Sea Park - new wicket

 

Building Levy Works:

·     Nagle Park Dressing Rooms/Amenities upgrade

·     Chifley Sports Reserve construction of new multi-use amenities block

·     Coral Sea Amenities/Change Room upgrade

·     Heffron Park Central Eastern Clubhouse and Amenities building

 

Sports Committee Requests:

·     Coral Sea Park Goal Posts

·     Replacement Covers for Cricket

·     Heffron Park AFL BBQ Facilities

·     Latham Park Archery Storage Facility

·     Coogee Oval Goal Posts

 

Dean Lance asked if there were additional car parking spaces planned for Heffron Park Plan of management works. George Bounassif confirmed there were 51 new spaces.

 

4.5. Sports Committee requests for 2013/14 financial year

Chris Hunter advised that Sports Committee member requests for 2013/14 financial year are now being accepted. Attendees were handed out copies of  New Capital Requests and Replacement Capital Request forms. Requests are for appreciation of assets and not for sporting equipment. Requests close at the end of the first week in November.  If a cost cannot be obtained for a proposed improvement, a request form should still be submitted detailing the proposed improvement for Council to cost.

4.6  Local Sporting Grants

George Bounassif explained the application process for local sporting grants offered by the Australian Government as the local Sporting Champions Program. An information form was handed to Committee members outlining the program and  how to apply

 

4.7  Spring Renovation Program

Jason Gaskin presented the sportsfield spring renovation program along with the spray program and goal post removal schedule. Committee members were asked to contact Jason if they have any concerns with the timeframe.

 

5     Other Business

 

5.1 Des Renford Leisure Centre

George Bounassif advised that Des Renford Leisure Centre Project has commenced and the entrance point to the Centre has been moved. Some disruptions to car park may occur during construction.

 

Jim Squadrito asked if Des Renford Leisure Centre pools would remain open during the development. George Bounassif advised that they will.

 

Daniel Rushworth asked if the additional capital works funding for Des Renford Leisure Centre would continue after construction.  George Bounassif advised that this would not be the case and that the Centre will be self sustaining.

 

5.2 Chifley Reserve DA

Chifley Reserve DA has been approved. There are 97 conditions that Council must comply with before construction begins.  Construction scheduled to start in early 2013.

 

5.3 Nagle Park

David Shaloub advised of the presence of dog faeces at Nagle Park and asked if more signs and bins could be installed.

Daryl Trezise asked if mesh netting could be extended to cater for older players at Pioneer Park Lower.

5.6 Clubs funding infrastructure

George Phillips asked if Council would consider a waiver for Clubs wishing to fund there own infrastructure.  Chris Hunter advised that there may be some legal difficulties with regard to future ownership of the funded infrastructure.  George Phillips suggested getting legal advice from Council’s legal department regarding ownership of assets.

5.7          Condition of fields

Dean Lance acknowledged the efforts of Council’s maintenance staff and congratulated them on the condition of fields.

2.    Business Arising from Previous Minutes

 

2.1    Community Mental Health Forum

Frida reported that over 130 people attended the Community Mental Health Forum held at Randwick Town Hall on Monday 20 August 2012.  The Forum was held in conjunction with the Schizophrenia Fellowship of NSW, Aftercare and Eastern Sydney Medicare Local.

2.2    Twilight Concert Series

Frida tabled flyers for the August and September Twilight concerts at the meeting.  It was noted that the Randwick Town Hall is a wheelchair accessible venue.

3. New Business

 

3.1 Local Government Week

Frida tabled flyers for Local Government Week at the meeting.  Events and activities will be held from 13 – 20 August at various Council locations and will include the Community Mental Health Forum and Playwriting and Performance Workshop.  The theme for this year is Local Knowledge: Local Services: Local Communities.  For further information visit www.randwick.nsw.gov.au

3.2    Care Aware Campaign

Frida tabled an article at the meeting that provides information on the Care Aware Campaign, which is an initiative under the National Carer Strategy and funded by the Australian Government to raise awareness of the 2.6 million Australians who provide unpaid care and support to family members and friends.  Visit www.careaware.com.au for more information.

3.3  Barker Park Upgrade

Frida reported that as part of Council’s Buildings for our Community program, construction has begun on a new amenity block in Barker Park, Coogee.  A new toilet block will be built adjacent to the existing tennis courts.  The project will include: new accessible toilets, sensor lighting, a tea bench, drinking fountain and a new path linking the building to the Carr Street Playground.  The project is expected to be completed by late 2012.

4. Information Share.

 

·     Anna reported that Sunnyfield have set up their new packages in the inner west and have received additional funding to cover the St George area.  Each year from January – February families need to re-apply for new funding packages.

 

·     Headeast will be giving presentations and talks in schools and hospitals on brain injuries during Brian Injury Awareness (ABI) Week which will be held from Monday 13 to Sunday 19 August 2012.

 

·     Tess reported that Junction House will not be merging with Eastern Respite and Recreation (ERR) as planned.  They are undertaking planning around providing a more person-centred approach for future service delivery.  Junction House are also undertaking staff training and are reviewing polices and procedures.

2.1    Community Mental Health Forum

Frida reported that over 70 people have registered to attend the Community Mental Health Forum, including carers, consumers and local service providers.  The Forum will be held on Monday 20 August from 6.30pm – 8.30pm at Randwick Town Hall.  Frida thanked Ron Wood and Mike Cornell for helping to promote the Forum to the wider community.

2.2    Ignite Local History Talk

Frida provided an update at the meeting on the final Ignite local history talk to be held on Tuesday 14 August from 11am at Maroubra Seniors Citizens Centre, 8 Alma Rd Maroubra.  Frida will also send Mike an electronic copy of the flyer to circulate to members of Randwick Botany National Seniors.

 

Action:  Frida to email Mike a copy of the Ignite flyer for August.

 

2.3  Carer Week events/activities

Frida provided an update on planned events and activities for Carers Week including a Twilight Tour to be held on Wednesday 17 October from 6.30pm – 8.30pm at the Prince Henry Hospital Nursing and Medical Museum, Little Bay.

 

Action:  Frida to table flyers for the Twilight Tour at the August meeting.

 

3. General Business

 

3.1  Randwick Council Cultural Grants

The Committee was advised that applications for the second round of funding for Council’s Cultural Community Grants program will close on Friday 21 September at 5pm.  The program aims to support creative cultural events and community based projects that will enrich the lives of our residents and make Randwick a vibrant City to live in.  Information kits and application forms are available to download from Council’s website.

3.2    Local Government Week

3.3  Flavours from Around the World

The Committee was advised that Flavours from Around the World – a free multicultural luncheon and performing arts event will be held on Monday 24 September from 10.30am – 2.30pm at Randwick Town Hall.  The event will be presented by Care Connect in association with Eastern Sydney Multicultural Access Project (ESMAP) and is supported by Randwick City Council.  Frida tabled flyers at the meeting.

3.4    Twilight Concert Series

The Committee was informed that Arrebato Ensemble will be performing at Randwick Town Hall on Friday 17 August from 7pm – 8pm.  Tickets cost $15 and bookings can be made by calling 1300 306 776 or at www.mca-tix.com.au.  Frida tabled flyers at the meeting.

Guest Speaker: Clare Willcox, Public Programs Manager, Museum of Contemporary Art (MCA)

·     The Museum of Contemporary Art reopened in March and has a new National Centre for Creative Learning (NCCL) as part of their redevelopment.

·     MCA now have a Seniors program which is tailored to meet the needs of older people.

·     This new program enables older people to engage directly with contemporary art and participate in a variety of creative experiences.

·     MCA are inviting Senior groups to participate in these free programs – the program content can also be tailored to meet the interests of each group.

·     The programs are held from 10am – 12pm or from 2pm to 4pm (morning and afternoon tea is included).

·     Groups can take part in tours of exhibitions, art making and discussions around contemporary art.

·     The program offers a variety of experiences and caters to different levels of experiences.

·     Participants will have the opportunity to work with a wide range of materials.

·     They do not need to have any prior experience with any art making practice and up to 10 people can be included in a group.

·     MCA are welcoming different groups throughout Sydney, the program will run until the end of year.

·     They are also working with Alzheimer’s Australia NSW on a program for people with dementia and their carers.

Information Share

·     Ron reported that Ben Whitehorn, Manager of Randwick Waverley Community Transport Group spoke at the National Seniors Meeting, which was very well attended.

·     Lee reported that the Coast Centre has a very successful Christmas in July and are starting a new range of classes.  Lee also thanked Cr.Woodsmith on the behalf of the Coast Centre for Seniors.

·     Billee reported that the Police Band will be performing at the Seniors Expo that will be held in 2013 in partnership with Randwick Council.

The Committee issued a warm welcome to Meryl Christian, who will be replacing Jan Muller in the role of Aged Care Coordinator at The Junction Neighbourhood Centre.  Jan has accepted a new position with Oz Harvest.  Frida thanked Jan for her participation and contribution to the Advisory Committee.

2. Business Arising from Minutes

 

2.1    Community Mental Health Forum

Frida reported that over 130 people attended the Community Mental Health Forum held at Randwick Town Hall on Monday 20 August 2012.  The Forum was held in conjunction with the Schizophrenia Fellowship of NSW, Aftercare and Eastern Sydney Medicare Local.  Council are also planning to work with the Fellowship on future projects to raise awareness about mental health issues in Randwick City and surrounding areas.

2.2    Seniors Week 2013

The Committee was informed that Council will be hosting an Information Expo on Saturday 23 March at the Prince Henry Nursing and Medical Museum, Little Bay to celebrate Seniors Week.  The Expo will be an opportunity for Seniors and their carers to access information on available services and support to enable them to continue living independently in their own home and stay connected to their local community.  The Expo will be held in partnership with the Prince Henry Hospital Trained Nurses Association.

 

Council will also organise a range of workshops and activities during and around Seniors Week.

2.3  Carer Week Events

Frida tabled flyers at the meeting for the Twilight Tour to be held on Wednesday 17 October from 6.30pm at the Prince Henry Hospital Nursing and Medical Museum, Little Bay.  Flyers for the special red carpet screening of the film MENTAL were also tabled for at the meeting.  Director P.J Hogan will be introducing the movie and Council and the South Eastern Sydney Local Health District (SESLHD) Carers Program will have information stalls at the event to promote existing services and support for carers in Eastern Sydney.

3.1  Eco Living Fair

Frida tabled flyers and posters for the Eco Living Fair at the meeting.

3.2    Twilight Concert

Frida tabled flyers for the Oz Cats - Swing that Jazz Tea Dance to be held on Sunday 16 October from 2.30pm – 4.30pm at Randwick Town Hall.  Tickets cost $15 ($13 concession) and can booked at www.MCA-tixs.com.au or 1300 306 776.  Refreshments will also be available at the event.

Information Share

·     Susan reported that the South Eastern Sydney Division of General Practice (SESDGP) have changed their name to Eastern Sydney Medicare Local. Their new funding arrangement were effective from 1 July, they are in the process of transitioning and now cover Eastern Sydney and part of the City of Sydney.  Eastern Sydney Medical Local are still located at Crewe Place, Rosebery but are planning to move in the future.

·     Lee reported that the Coast Centre will be holding their AGM on Monday 10 September at 10am and will be having an art and photographic competition – entries close on Friday 12 October 2012.  Their Open Day will be held on Sunday 21 October.  Michael Feneley, Liberal Candidate for Kingsford Smith will be guest speaker on Wednesday 26 September at 11am.  Lee tabled the Coast News sheet at the meeting.

·     Ben reported that the Randwick Waverley Community Transport website will go live next week. Their AGM will be held in October and they are also trialling an after hours outpatient transport service to POW Hospital for dialysis patients

·     Randwick Botany National Seniors will be having a guest speaker from St Vincent’s De Paul at the next meeting to speak about what programs and services they provide for Seniors and carers.

4.      Review of activities during the 2011/12 term The best things were:

Pania – LeX-factor, “good numbers and really engaging”.

Lindsay – the way Council accepted ‘us’ and the LeX-factor (has been embraced and should continue).

Kaylar – Nancey Lane and the Spot Festival – needs to develop, potential to improve.

Tilly – LeX-factor, ‘use facebook to get the word out, better publicity, link up with schools, Unis and TAFE.

Jordan – LeX-factor – ‘concerned by the appearance of Lexington Place’.

Jordann – LeX-factor. Nancey Lane at the Spot Festival needs a better location. 2011/12 was a year of consolidation.

Susana – Nancey Lane at the Spot Festival. Encourage diversity.

Tierney – LeX-factor. Nancey Lane at the Spot Festival needs a better location.

Improvements: Marketing and promotion, tie in with various groups, more workshops to teach interests and skills. Filthy Youth Art Festival is a good idea but needs better promotion and support from local youth. Could hold it later in the year? 

 

5.      Youth Week 2012

Apply for Youth Week 2013 funding and review the program. Include Urban Shorts and add more workshops. Look at including something cross-generational. RYC will approach schools.

 

6.      Nominations for Randwick Youth Council 2012/13

All current youth councillors will be re-nominating except for Tilly South. The youth council would like to recognise the contribution and commitment of Y/Cr South and sincerely thanks her for her hard work. Randwick City Council sincerely thanks all 2011/12 term youth councillors for their contribution and commitment.

 

 
 


7.      Other Business. Y/Cr Kayla Lochner has been approached by Randwick Rotary with a view to working together on a project.

 

Motion: Randwick Youth Council approach Randwick Rotary to establish and foster a relationship between the two organisations.

5.      Planning for 2012/13 term

RYC agreed to form two working parties to research, scope and plan two activities to be implemented by the entire RYC during the 2012/13 term.

 

Working Party 1

Research and scope a local Social Enterprise and report to the next RYC meeting. Working party members are: Pania, Ben, Kayla and Tierney

 

Working Party 2

Research scope and plan 2 public debates or discussion for a similar to Can of Worms, Bright Minds or Festival of dangerous ideas to engage young people in discussion and provide a platform for their opinions. Look at AYAC and Oaktree Foundation. Working Party members are: Suzy, Jordan, Jordann, Tierney, Biyi and Lindsay.

 

 
 


6.      Other Business.

RYC would like to accept the invitation to attend a Council meeting and request permission to introduce themselves at the meeting.
