Subject: Minutes of the Randwick City Council Sports Committee Meeting

The Sports Committee Minutes for the meeting held on 23 May 2012 in the SES Training Room, Randwick City Council Depot, 192 Storey Street, Maroubra are presented at the Council Community Committee.
As scheduled, the Sports Committee has met and the minutes of the meeting, which reflects discussions and outcomes, are attached.

Direction 5a: Maximise opportunities for residents and visitors to enjoy both active and passive open space uses.

There is no direct financial impact for this matter.
It is recommended that Council acknowledges and accepts the minutes of the attached Sports Committee.

New Chair of the Committee, George Bounassif, welcomed Committee members who introduced themselves. George paid tribute to Chris Hunter’s chairing of the Committee in the period prior to his appointment.
2. Minutes of the previous meeting
Minutes of the meeting of 15 February 2012 were confirmed, moved by John Ryan and seconded by George Phillips.

4. General Business
4.1 Pioneers Park – new lighting
Two new lights are erected on the AFL field and will light up the entire AFL field. There will be eight new poles on the bottom field and lights will be 100 lux.
It is a Condition of the Consent for the lights to only be on four (4) nights a week.
Spyro Spyrou of South Sydney District JRLFC thanked Council for the good condition of the fields.
4.2 Sportsfield Lighting Centralised Control System.
Chris Hunter said that Council has had a bit of trouble with people fiddling with the lights controls. When the lights are interfered with, they do not come on the next time they are supposed to. He asked would Committee members please pass on to their coaches the importance of people not touching the light controls. Chris asked that, when a light problem was experienced, to let Council know the first thing next morning, so it could be attended to.
Spyro advised that Pioneers Park Lower lights come on when no one is training. Chris said this is an ongoing problem and the Afterhours phone number to ring is: 9937 2450.
4.3 Amenities at Sportsfield – care and cleaning
There have been complaints about litter being left after games. It is important that Users of the grounds clean up after the game. This is a Condition of the User Licence.
Marsden Auerbach of Sydney Bowmen Archery said the toilets at Latham Park were not left in the best condition. Chris said that it is the responsibility of the Hirer to clean toilets and the matter will be discussed with the Rugby Club.
Pat Martin of Randwick Netball advised of trouble they are having in getting players and parents to take responsibility for cleaning up after the game. Various Committee Members offered tactics that have helped them with this issue. An example is nominating people as ground monitors.
4.4 Extracts from Draft Capital Works Budget
(on Public Exhibition to 28 May 2012)
George Bounassif advised that the following works are listed as part of the Capital Works Budget - 2012-13, currently on public exhibition:

· Pioneers Park Floodlighting
· Replacement Covers for Cricket
· Coogee Oval Goal Posts
· Heffron Park AFL BBQ Facilities
· Coral Sea Park Goal Posts
· Latham Park Archery Storage Facility
· Snape Park Fence
· Coral Sea Park Bollards
In addition, out of the Building Levy Funded Capital Works 2012–2013, the following are proposed:
· Nagle Park Dressing Rooms/Amenities
· Chifley Sports Reserve Amenities
· Coral Sea Amenities/Change Room
· Heffron Park Central Eastern Clubhouse and Amenities Building
The Chifley Sports Reserve will include two (2) baseball/softball diamonds. There will be expressions of interest called at the appropriate time. The design will include an amenities building and storage, play grounds and skate park.
Once the DA is approved and DA Conditions known, the tender process will begin.
Daryl Trezise of Eastern Suburbs Junior Baseball observed that they could be looking at two more years on Pioneers Lower, as a temporary situation.

David Shalhoub mentioned problems with dogs, BBQ lids, red back spiders, sprinkler heads not retracting and the issue of needing storage facilities.
Unauthorised Use of Fields
It was noted that soccer groups, of up to 15 people, come down to a field all kitted up ready to play.
Chris Hunter advised that signs, prohibiting the playing of sport without Council approval, are being erected. The Rangers have been requested to patrol the sports fields and take action when necessary.
