At the 10 March 2009 Community Services Committee Meeting, it was resolved that the minutes of the Advisory Committees are to be presented to the Community Services Committee.
This report brings together for Council’s acceptance, the minutes of previous meetings adopted by the respective Advisory Committees in February 2012 and March 2012.
As scheduled, the Advisory Committees (listed below) have met and the minutes of the meeting, which reflect discussions and outcomes, are attached.
The minutes will also be available on Council’s website after each meeting. This report includes minutes from:
· Older Persons Advisory Committee Meeting (endorsed in March 2012)
· Randwick Youth Council (endorsed in February 2012)

The minutes of the meeting held on 2 November 2011 were confirmed.
Frida issued a warm welcome to Committee members and informed them that Anna Lipoma (Sydney Multicultural Services) has resigned from the Older Persons Advisory Committee. Frida thanked Anna for her participation and contributions towards the Committee.
2. Business Arising from Minutes
2.1 World AIDS Day activities
Frida reported that Council held “Breaking down Barriers,” an information session to celebrate World AIDS Day and 20 years of the Red Ribbon on Tuesday 29 November at Randwick Branch Library. Guest speakers from Positive Life NSW and The Ankali Project were very well received by audience members. Breaking down Barriers was supported by the HIV/AIDS and Related Programs Unit, South Eastern Sydney Local Health District. Council also raised awareness and funds on the behalf of SESLHD – local recipients included The Bobby Goldsmith Foundation. Frida thanked Ron Wood for his assistance in promoting the event.

2.2 Christmas Cheer Donations/Gifts
The Committee was informed that Council distributed a total of $2,300 Christmas Cheer donations to twelve Senior’s groups and organisations in Randwick City. Council also arranged for acclaimed cellist Rachel Scott and ukulele duo “The Somethings” to perform for clients and staff at local aged care facilities and hostels. Feedback from Directors of Nursing, managers and staff was overwhelming positive in relation to both performances.
2.3 Seniors Week
Frida provided an update on Seniors Week events and activities at the meeting. Council will host an interactive Twilight Tour at the Prince Henry Hospital Nursing and Medical Museum, Little Bay on Wednesday 28 March from 6pm – 8.30pm in partnership with the Prince Henry Hospital Trained Nurses Association. A Seniors Information Expo will be held on Wednesday 21 March from 10.30am – 2pm at Randwick Town Hall in partnership with local service providers and organisations in Randwick City and surrounding areas. The purpose of the Expo is to assist older people and carers to access a range of information on available services and support in Eastern Sydney. Council will also host a Community Awareness Day in partnership with Alzheimer’s Australia NSW and St Vincent’s Dementia Advisory Service (DAS) on Wednesday 11 April from 10am to 2pm. Flyers were tabled at the meeting.
3. General Business
3.1 Cultural Community Grants Program
The Committee was informed Randwick residents, locally based community groups and not for profit organisations have until Friday 17 February to apply for Council’s Cultural Community Grants Program’s first round of funding for 2012. Information kits and applications forms are available to download from www.randwick.nsw.gov.au/Communityandculture/Grants and awards. Frida noted that applicants can apply for a cash contribution and also to have fees waived for the use of Council’s community centres and venues. Copies of the Information Kit and application forms were at the meeting.
3.2 Therapeutic Gardening Workshop
Frida reported that Council will hold a Therapeutic Gardening Workshop at Council’s Community Nursery on Saturday 25 February from 11am – 3pm. The workshop will be a great opportunity to learn more about composting, planting, pruning and general gardening techniques. 3.3 Twilight Concert Series
The Committee was informed that the Joseph Tawadros Trio will perform a unique concert experience with Egyptian/Australian music on Friday 24 February, 7pm to 8pm at Randwick Town Hall Avoca Street, Randwick. Tickets cost $15. Bookings essential: call 1300 306 776 or visit www.mca-tix.com.au. Flyers and posters were tabled at the meeting. The Twilight concert series is a part of Randwick’s Cultural Arts Program.
3.4 Ignite Program
The Committee was informed that Bruce Dennett will be presenting the History of Australian Film on Tuesday 7 February from 10.30am to 11.30am at Maroubra Senior Citizens Centre. No bookings are required and refreshments are provided. The Ignite local history talks are a part of Council’s Cultural Arts Program. Frida tabled flyers at the meeting.
3.5 Clovelly Community Grants Program
The Committee was informed that Clovelly Community Bank will be holding an Information Night on their Community Grants Program on Thursday 9 February from 7pm at Clovelly Bowling Club. Frida previously circulated information electronically to Committee members about the grants program.
3.6 Access Issues
Ron requested for seating to be installed outside Freshpoint Markets, 932 Anzac, Pde and at Greek Cakes by Eleni, 914 Anzac Parade Maroubra as there is insufficient seating for the elderly or people with mobility impairments at this location. Billee reported there are no changing cubicles at the Des Renford Aquatic Centre, and that this lack of privacy is not culturally sensitive for a range of women from non-English and ATSI backgrounds.
Guest Speaker – Gigi Lombardi, RCC Parks & Recreation Officer
Gigi informed the Committee that Council has allocated funds for this financial year for the provision of an outdoor gym near the existing car park at Jack Vanny Memorial Park, Maroubra. The proposal is to install an exercise circuit or separate working stations, ideal for Senior’ use, with a range of equipment that can target cardio, strength and stretch based exercises. The equipment will promote better posture, improved balance and greater flexibility with opportunities to improve health and fitness while socialising in a safe environment. Adjacent to the Coastal Walkway, the outdoor gym will be set in beautiful surroundings with close access to public transport, the car park and public toilets. Committee members provided feedback and suggestions to Gigi at the meeting. Council will also be seeking community feedback on this proposal. · Lee reported that the Coast Centre for Seniors will be holding a welcome back barbeque and a coach tour in March to the National Art Gallery in Canberra. New classes at the centre include creative writing and social dancing.
· Ron reported that Commissioner Susan Ryan and MP Peter Garret will be speaking about Age Discrimination at the May National Seniors meeting at South Juniors from 10pm. Ron thanked Council and Council staff for the Seniors Christmas Concerts held at South Juniors in December and noted that the parking and transport options were much better at this venue.
· Billee reported that WAVES classes are no longer being held at the old South Sydney Hospital, as low cost housing is being developed at the site. The proposed new hydrotherapy pool was scheduled to be built in 2006 at the South Sydney Hospital site and building is now delayed to 2012.

2. Business Arising from Previous Minutes
Discuss youth input with events team. Planning and implementation of the Lexington Place Busking Competition has been handed over to the Randwick Youth Council and Project Officer Avril Jeans.
Youth Council Conference
Two Youth Councillors will be attending the Conference in Lake Macquarie: Y/Cr Pania Anderson and Y/Cr Michael Plumb. Registration fee will be paid from the Randwick Council’s Youth services budget.

3. Pecuniary and non-pecuniary interests

4. Lexington Place Busking Competition. Avril reported on the planning committee meeting held on Monday 31 October. Youth Councillors attending the event on Saturday 19 November will be: Pania Anderson; Jordan Franklin; Susana Ihar; Tilly South; Tierney Maray and Michael Plumb.
Action: Avril will provide running sheet, council caps and other information before the event.
5. Spot Festival
Avril reported on decisions made at the planning meeting on Monday 31 October.
Action: Working parties will meet on Tuesday 13 December to undertake detailed planning activities. Avril to facilitate this meeting.
6. Bringing parents up to speed forum
The following Youth Councillors attended this forum to speak and act as MC: Jordann Crawford-Ash, Suzie Ihar, Pania Anderson, Tierney Maray, and Tilly South. The forum working party sincerely thanked the Youth Councillors for their work and praised their professionalism.
7. Sister City Program. Cr Procopiadis spoke at length about Council’s sister city program and his involvement on the sister city network. Cr Procopiadis is interested in exploring the potential of this program within Randwick High Schools
