At the 10 March 2009 Community Services Committee it was resolved that the minutes of the Advisory Committees be presented to the Community Services Committee.

The Minutes of the meeting held on Thursday 14 April were confirmed.

 

2.      Business Arising from Previous Minutes

 

2.1    The Memory Van – Alzheimer’s Australia

Frida tabled flyers for the Alzheimer’s Information Expo that will be held on Wednesday 8 June from 10am – 2pm, Level 3 Bowen Library and Community Centre.  The Information Expo is a free community event that has been organised in conjunction with Alzheimer’s Australia and the Eastern Sydney and City of Sydney Dementia Advisory Service.  A number of resources will be provided on the day to assist residents and visitors to access existing services and support in Eastern Sydney and surrounding areas.

2.2    Access issues from previous meeting

The Committee was informed that repairs have been completed on the on the kerb ramps on Portland and Chicago Avenue Maroubra, Chicago Avenue and Beauchamp Road and Portland and Chicago Avenue on the North West corner. The request from the Committee to have access to Heffron Park, near the intersection of Jersey Road and Robey Street or near Des Renford Aquatic Centre will be addressed as part of the Heffron Park Master plan.  A shared pathway will be installed linking Fitzgerald Avenue and Jersey Road.  The footpath on Malabar Road opposite Tyrwhitt Street Maroubra has been regraded and returfed to improve access for wheelchair users. In addition, a stainless steel handrail has been installed on the retaining wall outside of the main entrance of the Prince Henry Centre to improve access for all members of the community.  Chris reported that the gradient on the pathway on the bridge between the housing development and the Randwick Community Centre is compliant and the area surrounding the Community Centre provides very good access. Jessica also reported that Council have pruned the bushes at Minneapolis Crescent, Maroubra as previously requested.  The Committee thanked city Services for their assistance with these matters.

2.3 Randwick Twilight Concert series

Frida tabled flyers for Una Bella Voce, featuring Arabella Macpherson and Angela Lewis – a dynamic, classical vocal duet.  The third concert in the series will be held on Friday 20 May 2011 from 6pm – 8pm at the Prince Henry Centre, Little Bay.  Refreshments will be available for purchase.  Tickets are $11.60 including booking fee.  1300 306 776 or www.mca-tix.com.au.

3. New Business

3.1      Randwick Community Partnerships Funding

The Committee was informed that Council is now inviting local non-profit community based organisations to apply for the next round of funding under Council’s Community Partnerships Funding Program.  The program aims to provide programs, projects and services which address the social needs of Randwick residents.  Applications close on Tuesday 24 May 2011.  An information kit and application form is available from Council’s website at www.randwick.nsw.gov.au or by phoning 9399 0677.

3.2    Eastern Sydney Disability Sport Expo

The Committee was informed that Randwick Council in partnership with Sport & Recreation Communities NSW and Woollahra Council will be hosting the Eastern Sydney Disability Sport & Physical Activity Information Expo at Randwick Community Centre from 11am to 3pm on Saturday 5 November 2011.  The Expo is an opportunity to showcase sporting opportunities for people with a disability, their carers and family members and promote the benefits of increased community participation and healthy lifestyles.  The Expo also aims to increase awareness and access to information about existing services and support and recreational/sporting opportunities in Eastern Sydney and surrounding areas.

3.3    Mental Health Forum

Frida provided Committee members with an update on the Community Mental Heath Forum that will be held in partnership with the Schizophrenia Fellowship NSW on Wednesday 3 August from 6.30pm – 8.30pm at Randwick Town Hall.  Guest speakers have been confirmed from Carers NSW, The Fellowship and Aftercare.  Council will also be promoting the Community Mental Health Forum as an event that will be held during Local Government Week.  Tess requested the details of the Forum be sent to Junction House to be promoted in their quarterly newsletter.

4. Information Share

·      Tess reported that Junction House are preparing for a trip to Singapore in August for 12 clients and 3 staff members as well as preparing for their IDPWD ball.

·      Junction House are also looking at merging with another larger service provider within the next 12 months.

·      Vince reported that Headeast are also looking at merging with their sister organisation in Bankstown, an attendant care service to ensure continuity, strength and growth for their service.

·      Vince also reported that Centennial Parklands Foundation are running fishing workshops specifically for people with physical and intellectual disabilities to safely fish for carp in Centennial Park ponds.  The Sportfishing Association also have a dedicated accessible boat to take participants off-shore.  All equipment is supplied, for all enquiries about the program contact Tony Steiner on 9399 6699.

2.      Business Arising from Previous Minutes

 

2.1    Seniors Week 2011

Frida reported that Seniors Week was a great success with over 600 residents attending a range of events and activities organised by Council from March 26 – 2 April.  The program of events included Therapeutic Gardening workshops, a Community Safety and Awareness Information session, a Twilight Tour of The Prince Henry Hospital Nursing and Medical Museum, a Playwriting and Performance workshop and an Information Expo organised in conjunction with Alzheimer’s Australia and the Dementia Advisory Service.

2.2    Therapeutic Gardening Workshops

The Committee was informed that Council has organised for two additional therapeutic gardening workshops to be held on Saturday 18 June and Saturday 16 July from 11am to 3pm at the Randwick Community Nursery.  The workshops will explore composting, planting and pruning, general gardening techniques and other useful tips for people with mobility issues.

 

Action:  Frida to provide flyers & posters at future meetings.

2.3      The Memory Van – Alzheimer’s Australia NSW

The Committee was advised that Council has organised an additional Information Expo in conjunction with Alzheimer’s Australia NSW.  The Expo will be held on Wednesday 8 June from 10am – 2pm, Level 3 Bowen Library and Community Centre.  Warren Reid from The Dementia Advisory Service will also be available on the day to discuss concerns people may have about memory loss and provide information and advice on existing services and support in Eastern Sydney.  Frida noted that over 170 residents attended the Information Expo held during Seniors Week.

Action: Frida to provide a progress report at the May meeting.

3. New Business

3.1      Randwick CDSE (Clubs) Funding

The Committee was informed that Council is now inviting local non-profit community groups and organisations to apply for funding under the Randwick CDSE Scheme.  The CDSE Scheme is a state-wide initiative that contributes to the provision of front line-line services and programs that assist disadvantaged groups.  Application forms can be downloaded at http://www.randwick.nsw.gov.au and close on April 21st 2011.  For all enquiries please contact Susanna Susic on 9399 0677 or email susanna.susic@randwick.nsw.gov.au

3.2    Volunteer Week

The Committee was informed that Council will be hosting a thank you morning tea with the Mayor at the Lodge Room on Friday 20 May from 10am – 12pm, in recognition of the vast contributions made by volunteers each year.  Volunteers will be invited to attend the morning tea from a range of community organisations and services within Randwick City including Kooloora Community Centre, Junction Neighbourhood Centre, Meals on Wheels, Eastern Respite and Recreation, The Coast Centre for Seniors and Sydney Multicultural Centre and Services.  The theme for National Volunteer Week, 9 – 15 May is “Inspiring the Volunteer in You.”

3.3    Mental Health Forum

Frida reported that Council will be hosting a Community Mental Health Forum in partnership with the Schizophrenia Fellowship NSW on Wednesday 3 August from 6.30pm -8.30pm at Randwick Town Hall.  The Community Forum will include presentations from Carers NSW which is the peak organisations for carers in NSW and Aftercare which provides services and support for people with mental disorders, primarily people with a mental illness of an intellectual disability and other complex needs.  The Forum aims to raise awareness and understanding about mental health issues in the broader community and provide information on services and support for people with a mental illness, their carers and family members living in Randwick City and surrounding areas.

3.4      Randwick Twilight Concert Series

The Committee was informed that the Twilight Concert series held at the Prince Centre Little Bay is a part of Council’s new Cultural Arts program.  The program will feature music and dance performances including jazz, classical, opera and multicultural artists.  The program aims to provide local entertainment opportunities and exposure to cultural experiences that residents and visitors to Randwick City may not have had before.  It is also a community cultural development opportunity with local cultural arts practitioners being given opportunities to perform.  Frida tabled flyers for concert featuring Rachel Scott.  The Performance will be held on Friday April 29 from 7pm – 8pm.  Tickets will cost $16.60 (including booking fee).

3.5      Access Issue

Jessica reported that there is small lip (50mm – 100mm) on the pathway on the bridge between the housing development and the Randwick Community Centre, at 27 Munda Street Randwick.  Chris will investigate and provide an update at the May Access Committee meeting.

4. Information Share

·      Tess reported that Junction House have commenced planning for the Formal Ball for people with a disability and their carers to be held during or around IDPWD.

·      Vince reported that Centennial Parklands Foundation and the Australian National Sportfishing association will be running fishing workshops for disability groups, as an alternative method of physical therapy.  For further information phone 9339 669 or visit www.yourparklands.org.au.

·      Frida reported that she attended the National Carers Biennale Conference.

The Minutes of the meeting held on 17November were confirmed. Moved Peter Schick and seconded by Hendra Mulyanto.  It was also noted that Vicki Boiles will be taking leave as she has had a baby but wishes to remain on the committee at this stage.

 

2.      Business Arising from Previous Minutes

 

2.1     Citizenship ceremony

The Citizenship Ceremonies will be held during the year on the following dates;

24/2, 10/3, 7/4, 12/5, 9/6, 14/7, 11/8, 8/9, 6/10, 3/11, 1/12. All ceremonies are held on in the Randwick Town Hall on Thursdays at 7pm. Committee members interested in attending the ceremony should contact Colin Rosenfeld who will organise an official invitation.

2.2    Overseas Sister Cities

The Committee was informed that to date, Council had received positive responses to the program from Hangzhou in China, and Castellorizo in Greece. There had been no response to two formal letters from the Mayor and an email to a high school to Albi in France.

 

The Committee had suggested that the Overseas Sister Cities Schools’ Cultural Exchange Program could be extended to include schools beyond our Sister Cities program.  However, in view of the difficulties in developing the program with the three existing sister cities, it was agreed that it would be unrealistic at this time to extend the program. The point was made that priority should be given to addressing local issues and needs. It was further agreed that Colin Rosenfeld would contact local schools that had expressed an interest in participating in the program to request feedback on the status of the program. In particular, details on what projects that they may be pursuing with schools in Hangzhou and Castellorizo.

 

 

  Action:

1.  Council to defer extension of the Overseas Sister Cities Schools’ Cultural Exchange Program until further notice.

2.  Feedback be sought from the participating local schools and a progress report be given to the next meeting.

 

 

 2.3     Cultural Celebration

The Committee was informed that an exciting variety of performances are planned for the multicultural festival including; Aboriginal, Chinese, Greek, Indonesian, Spanish, and an East European band. The event will be held at La Perouse next to the La Perouse Museum on Sunday 20 March 2011 from 12pm to 3pm and coincides with national Harmony Day celebrations.

2.4      Chinese Speakers Information Day

It was noted that this activity was held on Wednesday 24 November from 4pm to 7pm in the Bowen Library for the Chinese speaking community. Peter Schick attended the event with a stall from the Chamber of Commerce. Eighteen service providers representing government and non government agencies were present. The Eastern Suburbs Business Enterprise Centre also gave a presentation on the “Ins and Outs of establishing a small business”. The attendance level of around 60 was considered to be disappointing. Subsequent feedback from other councils indicates that it is difficult to attract Chinese speakers to this type of event as they are not familiar with the concept of an information day. They may respond better to a cultural celebration.

3.1 Manager Community Development

Teresa Mok the newly appointed Manager of Community Development was introduced and welcomed. Teresa attended the meeting to meet the committee members and outlined her role.

3.2 Community Representative Vacancy

The Committee was informed that Hiroko Nakao had resigned from the Committee as she had to return to Japan. Colin Rosenfeld will contact the shortlist of international students who previously had applied for the position to ascertain their interest.

4    Correspondence

 

Refugee Conference

 

The conference is being convened by UNSW Refugee Research Centre to be held on 15-17 June at UNSW. The conference will provide the opportunity to reflect on strengths and achievements of the Refugee Convention and protection system and also to consider what further action is needed to secure rights of refugees.

 

Upcoming Council Events

The Committee was informed about the International Women’s Day Art Competition and Seniors Week activities and a range of exciting cultural activities being held at Council’s community centres. Flyers for these events were tabled. Information is available on Council’s website and all activities are publicised in the Mayor’s column.

 

Local Harmony Day Events

A number of activities will be held and supported by Council.

 

Monday 21 March from10.30am to 2.30pm in the Town Hall, a celebration and lunch for senior CALD people will be conducted by Care Connect and Eastern Sydney Multicultural Access Project.

 

Wednesday 23 March, Sydney Multicultural Community Services will hold their annual Carnivale at the Prince Henry Community Centre for 150 CALD residents. SMCS will also hold on Friday 1 April from 6pm to 8pm in the Bowen Library their Schools Harmony Day Art competition awards. Committee members were invited to this event.

Introductions

The Committee was informed that Simon Bennetts is longer employed with South East Neighbourhood Centre.  Sharon Blunt will provide information on services and programs provided by SENC for clients living in Randwick at future meetings.  Simon’s participation and contributions to the Advisory Committee and residents of Randwick were acknowledged at the meeting. 

 

Action:  Frida to draft a letter of appreciation on behalf of the Advisory Committee.

 

2. Business Arising from Minutes

2.4    Access Issues

Frida reported that to supply and install a 316 marine grade stainless steel handrail to the reinforced concrete retaining wall outside of the main entrance of the Prince Henry Centre will cost approximately $5,000.  Cr.Woodsmith asked if City Services have available funds to accommodate this request on the behalf of the Older Persons Advisory Committee.

 

Action:  Frida to liaise with Craig Mullins, Coordinator Building Services and provide an update at the May meeting.

Volunteers will be invited to attend the morning tea from a range of community organisations and services within Randwick City, including Kooloora Community Centre, The Junction Neighbourhood Centre, Eastern Respite & Recreation, Coast Centre for Seniors and Sydney Multicultural Centre and Services.  The theme for National Volunteer Week, 9 – 15 May is “Inspiring the Volunteer in You”.

3.3      Mental Health Forum

The Committee was advised that Council will be hosting a Community Mental Health Forum in partnership with the Schizophrenia Fellowship NSW on Wednesday 3 August from 6.30pm - 8.30pm at Randwick Town Hall.  The community forum will include presentations from Carers NSW which is the peak organisation for carers in NSW and Aftercare which provides services and support for people with mental disorders, primarily people with a mental illness or an intellectual disability and other complex needs.  The Forum aims to raise awareness and understanding about mental health issues in the broader community and provide information on available services and support for people with a mental illness, their carers and family members in Randwick City and surrounding areas.

3.4      Playwriting & Performance Masterclass

Frida reported that Council will be holding a Playwriting and Performance Masterclass on Saturday 30 April and Saturday 7 May from 10am to 4pm at Randwick Community Centre.  The workshop will be facilitated by industry experts Hilary Bell and Bill Conn.  Places, which cost $84.50 (including booking fee) are limited and you must be 16 years and over to attend.  Morning tea and lunch will be provided.  Bookings can be made at www.mca-tix.com.au or 1300 306 776.

Guest speaker:  Georgina Clark, UNSW Community Development Project

·         Georgina is the Co-ordinator for UNSW Community Development Project.

·         The CD Project has been granted $5,000 from the ADHC Positive Ageing Grants Program to engage senior residents (55+) from South Coogee Housing NSW community in a series of information sessions.

·         Session content will be identified on topics of interest, nutritional cooking classes and gentle exercise classes.

·         The project specifically aims to target Seniors residents from CALD backgrounds, so it is important to develop a program that reflects the interest, diversity and needs of Seniors living in the local area.

·         Consultation sessions will be run targeting primarily Russian and Spanish speaking Seniors, there will also be English speaking sessions.

·         They will also hold an Ideas & Information day to identify the needs and interest of clients in an informal and social setting. 

·         3 x Information sessions and 3 x activity sessions running for 3-4 months in total.  All sessions will be held at The Orange Community Meeting Room, South Coogee.

·         Information will be available and translated into 2 key CALD community languages (Russian & Spanish), however all information will be available in easy to read English.

·         The purpose of the sessions is to increase community participation and health heath and wellbeing among socially isolated and disadvantaged residents

·         Issues impacting community engagement for this group include safety and security, lack of access to public and or accessible transport in South Coogee and the division between Lurline Bay residents and residents from South Coogee Housing Estate.

·         There is also a lack of written information in key community languages.

·         It was suggested that Georgina contact key organisations such as ESMAP, Randwick Waverley Community Transport, Sydney Multicultural Centre & Services, Junction Neighbourhood Centre etc to assist with the information sessions and to ensure the project has meaningful and sustainable outcomes for clients.

·         Frida thanked Georgina for attending the meeting as a guest speaker and invited to her to return and provide an update on the project later in the year.

·         Shirley reported that Computer Pals are now on holidays for Term 1 and will resume classes in May.

·         Billee reported that W.A.V.E.S have completed their quarterly newsletter and are continuing to operate classes from The Des Renford Aquatic Centre, POW Hospital, East Leagues and South Sydney.

·         Ron reported that guest speaker Andrew Constance, MP, Minister for Ageing, Minister for Disability Services will be presenting at the next National Seniors Forum.

4.         Address of Youth Council by Ray Brownlee General Manager of Randwick Council

Ray Brownlee presented a Powerpoint to the Councillors which described the Council’s operating structure, including the 4 directorates. Various council plans were discussed including how they direct the work plans and actions of all staff. Modes of community consultation were covered e.g. Randwick Youth Council and other advisory committees, precinct committees, focus groups and submissions etc.

5.         Address of Youth Council by Warren Ambrose Senior Social Planner

Warren discussed the Youth Cultural Policy and the consultation process. Several activities were planned for National Youth Week 2011 including a graffiti wall, survey with the incentive of a prize and a Vox Pop conducted by TAFE and the Youth Councillors.

 

Action: Avril to source training for the Youth Councillors in conducting Vox Pops

 

 

6.         Shack Youth Services update on accommodation

Avril provided an overview of the Shack accommodation situation.

 

Motion: Randwick Youth Council unanimously recognises that the Shack is a vital youth service that offers the young people of Randwick support to reach their goals and achieve their potential. Randwick Youth Council recognises the need for this service to continue functioning in its current location.
