Extraordinary Council Meeting

 

 

Notice is hereby given that an Extraordinary Council Meeting of the Council of the City of Randwick will be held in the Council Chamber, Town Hall, 90 Avoca Street, Randwick, on Tuesday, 6 October 2009 at 6:00pm.

Introduction

 

For a number of years the City of Hangzhou, China has been in contact with the City of Randwick. Earlier this year a delegation from the City of Hangzhou attended a week long work experience in Randwick learning about our activities and in particular about our environmental sustainability programs.

 

The City of Hangzhou in conjunction with Zhejiang University, Hangzhou is staging a three day international forum from 8 to 10 November on life style, development and sustainability. Council officers have been asked to present papers at this conference.

 

Issues

 

The City of Hangzhou has invited Council officers to attend the conference in November 2009. Council’s Director of City Planning, Manager of Corporate and Financial Planning and Manager of Organisational Staff Services, have been approached to attend the conference. Council officers will present two papers on environmental sustainability and development as well as economic development and life styles at this conference.

 

The City of Hangzhou will cover the accommodation cost for the duration of the conference. Council would need to cover the flight cost to Hangzhou. This will be a total of approximately $3,500.

 

Financial impact statement

 

The total cost of attending the conference will be approximately $3,500 which will be covered through the Staff “Learning and Development” Budget for 2009-10.

 

Conclusion

 

The participation of Council officers at this international forum will provide an opportunity to further showcase Council’s environmental sustainability, sustainable development and economic leadership of the Council.

 

 

Recommendation

 

That Council endorse a delegation of three Council officers to attend the conference in Hangzhou from 8 to 10 November 2009, to be funded from Council’s 2009-10 budget.

Subject:                  Sponsorship of the Westpac Life Saver Rescue Helicopter Service

Introduction

 

The Westpac Life Saver Rescue Helicopter Service owned and operated by Surf Life Saving Australia provides search and rescue services to the people of Randwick City and the greater Sydney region. The helicopter service is based at Cape Banks in the Botany Bay National Park which provides extremely quick access to our beaches, cliff faces and coastal waters.

 

Issues

 

For more than 35 years, the Westpac Life Saver Rescue Helicopter has been saving lives and delivering a vital community service. In the summer of 2008 the service undertook eleven search and rescues missions within our local government area. Our community and residents benefit directly by the provision of this service.

 

Council’s Lifeguards have an ongoing and strong relationship with the helicopter service and recently there have been discussions in relation to the two groups undertaking joint ‘scenario’ training sessions in the future.

 

The service is a not-for-profit organisation and as its sole mission is to save lives, there is no cost to any individual who has been rescued by the helicopter. However as a not-for-profit operation with no government funding it depends entirely on sponsorships and donations to remain flying.

 

In establishing a community service partnership with this very valuable service, Randwick City Council is seeking to encourage support for the service from the other coastal councils. 

 

Randwick also wishes to become a direct sponsor of the service and it is proposed that we enter into a three year agreement where for a donation of $15,000 per annum Randwick’s logo will be displayed on the outside surface of both vertical stabilizers at the back of the aircraft. Randwick Council will also be listed on the service’s official website in the supporter section.

 

Financial impact statement

 

Council fund the $45,000 sponsorship for the next 3 year period from the Contingency Fund.

 

Conclusion

 

The Westpac Life Saver Rescue Helicopter provides a very valuable service to Randwick’s residents and visitors and it is proposed that Randwick becomes a sponsor of the service.

 

 

 

 

 

Recommendation

 

That Randwick City Council enters into a three year agreement with Westpac Life Saver Rescue Helicopter service by donating $15,000 per annum and in return Randwick’s logo will be displayed on the outside surface of both vertical stabilizers at the back of the aircraft. Randwick Council will also be listed on the service’s official website in the supporter section.
