Notice is hereby given that a Works Committee Meeting of the Council of the City of Randwick will be held in the Council Chamber, Town Hall, 90 Avoca Street, Randwick, on Tuesday, 9 June 2009 at 6:00pm.

 

 

Committee Members:           The Mayor, B Notley-Smith, Andrews (Chairperson), Belleli (Deputy Chairperson), Bowen, Hughes, Matson, Matthews, Nash, Procopiadis, Seng, Smith, Stevenson, Tracey, White & Woodsmith

 

Quorum:                           Eight (8) members.

 

NOTE:    At the Extraordinary Meeting held on 28 September 2004, the Council resolved that the Works Committee be constituted as a committee with full delegation to determine matters on the agenda.

Subject:                  Street naming proposal at the Endeavour House Subdivision, Moverley Road, South Coogee

Introduction

 

A proposal has been received from Mirvac Limited to name the roadways at the newly developed residential subdivision at the former Endeavour House military facility and migrant hostel at 88-102 Moverly Road, South Coogee.

 

Issues

 

The proposal has requested Council to consider naming the newly developed roadways at the former Endeavour House site as follows: 

 

1.     Banks Street

2.     Hicks Place

3.     Cook Place

4.     Endeavour Avenue

 

Mirvac has stated that:

 

“The proposed naming of the streets continues the theme adopted by the Commonwealth Department of Immigration when the Endeavour Migrant Hostel was first established in 1970.  This naming strategy seeks to interpret the important history of the site, establish a sense of place within a newly created environment and perpetuate the memory of the historical uses of the site.”

 

The process of naming streets undoubtedly provides an opportunity to commemorate and associate the local history and culture of the site.  

 

Relationship to City Plan

 

The relationship with the City Plan is as follows:

 

Outcome 3:               Effective communication methods and technology are used to share information and provide services.

Direction 3c               A community involved in shaping and enhancing our City.

 

Financial impact statement

 

There is no direct financial impact for this matter.

 

Conclusion

 

There are a number of steps that need to be undertaken to name any newly developed roadway.  If Council resolves to proceed with this proposal, the planned naming will be advertised for community comment and the comments received will be reported back to Council before further action is taken.

 

 

Recommendation

 

That

 

a)     Council advertise the proposal to name the newly developed residential subdivision at the former Endeavour House military facility and migrant hostel as Banks Street, Hicks Place, Cook Place and Endeavour Avenue and allow for community comment;

 

b)     Council notify the Geographical Names Board of the proposal;

 

c)     Council notify Mirvac Limited of its intention to call for submissions from interested parties; and

 

d)     A further report be submitted back to Council after the closing date of all submissions.
