Introduction

 

On the evening of Saturday 2 May 2009, a significant storm struck the northern part of the Randwick Council local government area.  The damage included flooding of property, damage to cars, leaking roofs and damage to public infrastructure. This report outlines some of the details of the storm.

 

Issues

 

On Saturday 2 May 2009 at around 7pm, Randwick City was hit by an isolated severe storm cell. Reports indicate that 78mm of rain fell between 7pm and 9pm.  The rain subsequently eased but continued through the night with a further 12mm falling to 5am.

 

Storm Magnitude

Despite the severity of the storm, the Bureau of Meteorology has advised the State Emergency Service (SES) that it will not calculate the Average Recurrence Interval (ARI) of storm.  The Bureau of Meteorology has stated that the storm was an isolated severe storm cell confined to the northern part of Randwick City.

 

Based on local experience, estimates indicate that the magnitude of the storm was approximately between a 1 in 25 year and 1 in 50 year storm.

 

Response

The SES responded to 48 requests for assistance for properties that were affected by the storm.  See the list of properties in Attachment A.  Many properties were affected by flooding and others suffered roof damage.  The main areas affected included Clovelly, Coogee, South Coogee, Kensington and Maroubra.

 

Randwick Council responded to damage to public land and public infrastructure caused by the storm.  We also responded to phone calls and customer requests in subsequent days to inspect properties affected by flooding. The photographs in attachment B show the type of damage experienced.

 

Future Action

The main area affected by the storm was Coogee.  The storm magnitude exceeded the capacity of our drainage network.  The storm would also have exceeded a modern drainage network based on current best practice.

 

We inspected each location that experienced flooding and will investigate whether there were any local issues contributing to flooding.  However, for significant storm events that exceed the drainage network’s capacity, it is best to analyse the network on a catchment basis.  Such analysis is part of the Flood Study process.

 

We propose to commence a flood study and floodplain management plan within 12 - 18 months for the Coogee Bay catchment.

 

Randwick City Council has committed to carrying out Flood Studies and preparing Floodplain Management Plans.  They are carried out in accordance with the Floodplain Development Manual (NSW Government) and will allow Randwick Council to manage flooding in significant storm events.

 

The floodplain management plan is undertaken utilising the information of the relevant flood study for the catchment. Once a floodplain management plan is adopted by Council, it provides a basis for the following:

·      The formulation of appropriate development controls for inclusion in planning instruments.

·      Identification of projects for inclusion on capital works programs.

·      The availability of information to the public.

·      Access to State and Federal grant funding.

·      The preparation of public safety and flood evacuation plans.

 

Relationship to City Plan

 

The relationship with the City Plan is as follows:

 

Outcome 6:        A Liveable City.

Direction 6a:       Our public assets are planned, managed and funded to meet the community expectations and defined levels of service.

 

Financial impact statement

 

The cost to Randwick Council to carry out the cleanup and repairs of public infrastructure is not yet known.  It is expected that costs will be in the hundreds of thousands.  An application will be made to the SES to recover these costs should the storm be determined as a state emergency.

 

Conclusion

 

The storm that struck the northern part of Randwick City was a severe and isolated storm.  The storm was of significant magnitude and caused a significant amount of damage to vehicles, private property and public land. 

 

There is a Flood Study and Floodplain Management Plan proposed for the Coogee Bay catchment to commence within 18 months.  This study and plan will identify deficiencies in the catchment and allow the planning for infrastructure upgrade.
