INTRODUCTION:

 

To provide an update on the 3 Council Ecological Footprint project between Randwick, Waverley and Woollahra Councils.

 

ISSUES:

 

Earlier in 2007, the NSW Environmental Trust advised Randwick of its successful funding proposal for $1.88 million to undertake a 3 year project to reduce the ‘Ecological Footprint’ of residents of the 3 local government areas comprising Woollahra, Waverley and Randwick. This has become known as the 3-Council Ecological Footprint Project.

 

The project adopts an integrated regional approach that focuses on capacity building within and between the councils and the local community to undertake a range of on-ground projects intended to deliver sustainability benefits across the region and reductions in the consumption of natural resources.

 

The funding proposal established that each Council would undertake major and minor project which between them would target the five key Urban Sustainability funding objectives. These include;

 

1.     Improving urban water management with particular focus on stormwater and urban runoff to achieve sustainable water quality and conservation outcomes;

2.     Improving resource conservation through effective waste management, avoidance, re-use, recycling and support for sustainable products and services;

3.     Improving and protecting urban bushland and creeks, urban wildlife and habitats of rare and endangered flora and fauna;

4.     Improving the quality of the local urban environment; ,

5.     Improving the sustainability performance of local councils, small businesses, community organizations and householders in the area.

 

A Business Plan complying with the funding conditions is being submitted to the Department of Environment and Climate Change for approval.

A Memorandum of Understanding is being prepared to establish a formal working relationship between Woollahra Municipal Council, Randwick City Council and Waverley Council to be signed by the General Managers.

 

 

RELATIONSHIP TO CITY PLAN:

 

The relationship with the City Plan is as follows:

FINANCIAL IMPACT STATEMENT:

 

Randwick Council is administering the funding for this project which includes administration and support of the Project Officer appointed to work with the 3 Councils for the duration of the project.

 

The successful funding totals $1.88M, divided equally between three participating councils with contributions of $75,000 per year per Council. Randwick’s contribution comprises in-kind and financial support provided through the environmental levy funding.

 

CONCLUSION:

 

The Project Officer will be providing regular reports on the progress and projects carried out as part of the 3-Council Ecological Footprint Project.

 

RECOMMENDATION:

 

That:

a)     the report be received and noted; and

b)     the General Manager sign a Memorandum of Understanding with Waverley and Woollahra Councils on behalf of Randwick Council.

INTRODUCTION:

 

In June 2007, Council considered Mayor’s Minutes (47/2007) about the use of Barrett House as a Demonstration Sustainability House for the education of Randwick residents and residents of neighbouring Council areas.

 

Council resolved (Tracey/Matson) that:

 

a)     Council approve the use of Barrett House as a demonstration Sustainability House for Randwick residents and other visitors to Randwick;

b)     An agreement be drawn up for the use of Barrett House as a demonstration Sustainability House identifying the terms and conditions for such a use;

c)     The agreement include all formal requirements as set out in the offer to Council by the late Harrie Sylvia Marrett;

d)     The transition of Barrett House to a demonstration sustainability house be carried out as part of Council’s Sustaining our City initiative; and

e)     Regular reports be provided to Council on the progress of creating and operating Barrett House as a demonstration sustainability house.

f)      A report be prepared in relation to the feasibility of making the garden at Barrett House available to the community as a community garden.

 

ISSUES:

 

Former Randwick resident Harrie Sylvia Marrett bequeathed the house, at 6 Barrett Place, Randwick to the Council on the proviso that it be maintained as a community resource with a permanent dedication to the work of filmmaker Franklyn Barrett to the Australian Film Industry.

 

As well as housing a permanent exhibition of the pioneering work of Franklyn Barrett, the establishment of Barrett House as a sustainability demonstration project will provide a venue for residents to see working examples of practical sustainability measures incorporating energy and water efficiency, the use of sustainable building materials, waste avoidance, minimisation and recovery.

 

The application of Barrett House as a Sustainable Demonstration House will form one of Randwick Council’s major projects under the 3-Council Ecological Footprint project. With the closure of the UNSW Ecoliving Centre this will form a valuable resource for the local community to experience sustainability options for the home.

 

This project will be carried out by the Ecological Footprint Project Officer with plans underway to incorporate energy efficient downlights, solar hotwater and solar panels, rainwater and greywater systems and a range of other energy and water saving devices where appropriate and in accordance with the terms and conditions for use of Barrett House. Investigations are being made to utilise an area of the small garden and the adjacent garden bed for native food plants, to be available to the community, or landscaping to support local fauna.

 

It is envisaged to involve community volunteers in the effort to have the house open to the wider community once the leading sustainability practices are installed.

 

RELATIONSHIP TO CITY PLAN:

CONCLUSION:

 

This is a positive project for Randwick Council as part of its Sustaining our City initiative and 3-Council Ecological Footprint project. Regular reports will be provided to Council as this project progresses.

INVITING COUNCILLORS AND STAFF TO PARTICIPATE IN RANDWICK'S HOME ENERGY MAKEOVER PRIOR TO ITS COMPLETION IN DECEMBER 2007

INTRODUCTION:

 

On June 26, 2007 Council approved a resolution for Councillors to consider taking the Home Energy Pledge if they haven't already.

 

The purpose of this paper is to extend the offer for Councillors to take the pledge to Council staff.

 

ISSUES:

 

Randwick’s Home Energy Makeover (HEM) commenced in September 2006 with a launch for residents by local resident and sporting celebrity, Brad Fittler.

 

The HEM provides residents with a free Home Energy Audit and Home Energy Rebates up to 40 percent off the cost of installing certain energy saving measures in homes or units in Randwick. These measures include the installation of solar hotwater systems and home insulation, upgrading to energy saving whitegoods or replacing downlight systems with more energy saving systems.

 

To date, over 700 local residents have taken the pledge to reduce their household energy consumption and 350 free Home Energy Audits have been completed.

 

The Home Energy Makeover will conclude by 31 December 2007. Prior to the closure of this initiative, it is proposed to maximise local participation by inviting Councillors and Council staff residing in Randwick to consider taking the Home Energy Pledge and participating in the Home Energy Audit and Financial Incentives.

 

 

Existing Conditions will apply for transparency and accountability purposes, that is:

·         Eligibility for the Financial rebates requires residents to take the Home Energy Pledge and complete the free Home Energy Audit of their home or unit.

·         Cash Rebates through Randwick’s Home Energy Makeover are available to residents or tenants of houses or units or other dwellings living within the City of Randwick only.

·         Cash Rebates must be claimed before 31 December 2007.

·         Proof of purchase must clearly show the energy saving specifications and rating as detailed overleaf.

·         Rebates are non-transferable and Randwick Council’s decision is final.

·         Randwick Council reserves the right to inspect the installation of items purchased under this initiative prior to administering the rebate and accepts no responsibility for the warranty of items purchased or workmanship.

Funding for the Home Energy Makeover has been provided to Council by the Department of Planning’s Demand Management Planning Project.

 

CONCLUSION:

 

Randwick’s Home Energy Makeover has successfully engaged local residents in conserving energy consumed in the home but also provides financial incentives for them to adding energy saving measures capable of reducing household energy consumption and greenhouse gas emissions.

 

Inviting the participation of both Councillor‘s and Council Staff in Randwick’s Home Energy Makeover is a positive initiative to ensure as wide a take up as possible of measures to reduce greenhouse gas emissions occurs in Randwick.

 

RECOMMENDATION:

 

That:

 

a)             Councillors be invited to take the Home Energy Pledge if they haven't already: and

 

b)             Council staff who are residents be invited to participate in the Home Energy Makeover as above.

IMPLICATIONS FOR RANDWICK COUNCIL'S PROPOSAL TO GO CARBON NEUTRAL

INTRODUCTION:

 

At the inaugural Environment Committee meeting, a resolution was made (Woodsmith/Hughes), for the consultants report outlining implications and issues related to Randwick City Council going carbon neutral to be reported to the November Committee meeting.

 

This followed the earlier Council resolution (Matson/Woodsmith) that the General Manager report to the Environment Committee on the usefulness of Council emulating the City of Melbourne’s Zero Net Emissions by 2020 Strategy.

 

ISSUES:

 

A consultants report has been prepared identifying cost implications and practical issues related to Council proceeding down a path of “carbon neutrality” or “zero emissions”.

 

Zero emissions or going carbon neutral relates to an organisation undertaking activities to achieve a carbon neutral or zero emissions position within a certain timeframe, typically 2010 or 2020, in regards to the organisation’s ‘corporate’ greenhouse gas emissions. Corporate greenhouse gas emissions for an organisation relate to the use of electricity or gas for heating, lighting or air-conditioning, motor fuels used in Council vehicles etc. A number of local Councils are also making commitments in relation to carbon neutral outcomes for their local community greenhouse gas emissions.

 

In Randwick Council’s case, such a commitment will require an annual reduction of approximately 10,000 tonnes of greenhouse gas emissions from Council’s corporate operations.

 

Over the past year or so, numerous public and private sector organisations, including local Councils (see Table 1), have made public commitments to “go carbon neutral” or to achieve “zero emissions” by either 2010 or 2020. In many of these cases it appears these commitments may have been made without a long or even short term analysis of the practical implications or long term costs associated with striving to meet such a target. Initial resources allocated by some of these organisations are often only to undertake further investigations or costings of actions required to meet the commitment made.

IMPLICATIONS FOR RANDWICK COUNCIL

 

The summary of findings from the consultant indicates that the mix of possible solutions for Randwick Council to achieve a carbon neutral position, that is, reducing Council’s corporate greenhouse gas emissions by an estimated 10,000 tonnes per annum would cost approximately $1.6 million in the first year, and an annual allocation to follow of approximately $600,000.

 

These costs are based on:

 

·                 Council purchasing additional GreenPower to offset building energy costs (costing approximately $250,000 per annum for 50% of total greenhouse emissions);

·                 Council conducting a local business energy audit program and receiving carbon credits back from these businesses (costing approximately $140,000 per annum for 25% of total greenhouse emissions); and

·                 Council purchasing Green Offsets for vehicle emissions (costing approximately $53,000 per annum for 25% of total greenhouse emissions).

 

The consultant also recommends Randwick Council enter into an Energy Performance Contract with an external provider, where this provider becomes responsible for energy saving actions of Council and receives their payment through tangible savings achieved. While the concept is increasingly being investigated by organisations there are few examples where these Energy Performance Contracts have been developed to the satisfaction of local Councils and successfully implemented (Hornsby Council has recently entered into 2 Energy Performance Contracts for its corporate operations at a cost of $1.6 million alone). In Randwick’s case, annual energy costs savings of 10 to 15 % have been estimated by the consultant through the operation of an Energy Performance Contract.

 

The consultant has also recommended a process for Council to adopt in order to achieve carbon neutrality. These steps include:

 

1.     Undertaking further analysis to establish the appropriate timeframe for a carbon neutral goal to be set by Randwick; and

2.     Preparation of a detailed plan that sets out the actions by which carbon neutrality for Randwick would be achieved.

 

OTHER ISSUES:

 

In the report to Randwick Council, the consultant has pointed out that Council staff need to improve their understanding and capacity to understand the range of issues associated with energy consumption and conservation and in particular for staff to quantify the range of corporate energy savings underway across the different areas of Council that energy is consumed. This understanding and more accurate quantification will be essential in any future Energy Performance Contract negotiated with a third party organisation.

 

It should be pointed out that similar issues are being grappled with by most organisations considering the implementation of a carbon neutral goal, in contrast to those just expressing a commitment to going carbon neutral.

 

On this basis it may be more appropriate for Council to tackle the numerous tasks identified in the consultant’s recommendations over an agreed period of time. This could involve establishing a cross-Divisional team of staff and Councillors convened to:

 

·                 improve and coordinate Council’s energy saving efforts

·                 improve the accountability of energy savings achieved and the understanding of baseline data on energy consumed across Council operations;

·                 progressively consider or implement the priority actions identified in the consultant’s report.

 

There is no doubt that Council is demonstrating strong leadership in energy conservation and emissions reduction through current innovations that include:

 

·                 leading the development and implementation of a local government emissions trading scheme (LGETS);

·                 leading the implementation of the Home Energy Makeover residential energy conservation program;

·                 undertaking the Milestone 5 inventory of greenhouse gas emissions (after recently completing Milestone 3 and 4 in 2007);

·                 continuing the installation of solar water and energy measures on Council buildings;

·                 considering signing onto the various ICLEI and LGSA Mayoral Agreements on Climate Change (see separate Committee paper).

FINANCIAL IMPACT STATEMENT:

 

Based on the consultant’s analysis the estimated costs for Randwick to achieve carbon neutrality is approximately $1.6 M in the first year + $600K annually with potential savings of approximately 10 to 15% per annum on corporate energy costs administered via a potential Energy Performance Contract (saving approximately $30,000 to $50,000 per year on Council’s corporate energy costs).

 

The findings of the consultant study and the outcomes that it presents could be used for the extension of the Environmental Levy project beyond 2009 and for the funding of the initiative to go carbon neutral.

 

CONCLUSION:

 

Committing Randwick Council to zero emissions or achieving carbon neutrality would demonstrate another important element of Council’s aim to foster leadership in sustainability.

 

Council should also ensure it has a robust and well considered approach and understanding of the actions it needs to take and the costs of those actions to go carbon neutral.

 

Consideration is given to focus the extension of the Environmental Levy project beyond 2009 for the funding of the initiative to go carbon neutral.

 

RECOMMENDATION:

 

That:

 

a)  Council notes the completion of the consultants report on the implications of Randwick’s proposal to go carbon neutral;

 

b)  a working group be convened for the purposes of working through the applicable consultants recommendations and implementing outcomes where cost effective for the reduction of Council’s greenhouse gas emissions; and

 

c)  consideration is given to focus the extension of the Environmental Levy project beyond 2009 for the funding of the initiative to go carbon neutral.

SIGNING OF MAYORAL AGREEMENTS ON CLIMATE CHANGE

INTRODUCTION:

 

Providing a Council response to invitations from LGSA (May 2007) and ICLEI (June 2007) respectively for Randwick Council to sign on separate Climate Change Agreements.

 

ISSUES:

 

In the middle of 2007, ICLEI, (Local Governments for Sustainability) launched the Australasian Mayors Council for Climate Protection (AMCCP). The purpose of this initiative is to provide a forum for Australian and New Zealand Mayors to sign on to the AMCCP as a way of “driving action and progressing existing and future issues critical to the domestic greenhouse agenda”.

 

Around the same time the NSW Local Government and Shires Associations (LGSA) launched the NSW Mayor’s Agreement on Climate Change offering a similar opportunity for Mayor’s to work cooperatively to drive the climate change agenda in NSW.

 

At the time that Randwick was invited to sign on to both of these initiatives contact was made to establish the level of collaboration and cooperation going on between the two separate local government organisations on their proposals and to clarify the apparent duplication. There was little information available to Council to establish the difference and hence the relevance of the agreements to Council’s range of climate change activities.

 

More recently both LGSA and ICLEI have linked their separate proposals to their own climate change adaptation and mitigation projects, the former funded by the NSW Government and the latter via funding from the Australian Greenhouse Office. Both organisations are currently developing climate change ‘tool kits’ aimed at assisting Local Councils and their communities increase their understanding and capacity to respond to climate change issues and challenges.

 

Although there may be a level of duplication between these two initiatives it seems to be appropriate for Council to consider signing onto both Agreements, if not to show strong support for local government initiatives targeting climate change, but also to propose to the different groupings a wider take-up or participation in the Local Government Emissions Trading Scheme (LGETS) currently being developed by Randwick Council.

 

RELATIONSHIP TO CITY PLAN:

In order to assist in the preparation of a future submission to the Minister for Local Government to continue Randwick’s Environmental Levy program a mid term review of Council’s Sustaining our City initiative has been underway.

 

This mid term review has been funded by the Department of Environment and Climate Change through a $50,000 Sustainability Showcase Grant provided to only 10 NSW Councils.

 

The review process has been managed by the University of New South Wales’ (UNSW) Community Engagement Unit and engaged AtKisson Group sustainability experts who have undertaken similar analyses for cities around the world including Seattle, Pittsburgh and Oregon in the United States and the countries around the Baltic Sea in Europe.

 

The review is to include a follow-up environmental attitudes survey of Randwick residents to check the change or progress in residents’ attitudes since the first “Who Cares About the Environment” residents survey carried out late in 2005.

 

As part of the mid term review process, a number of community workshops were conducted in July and August. These were attended by community representatives from Precinct Committees,  Chambers of Commerce, Councillors, staff and individual community members.

 

There were three primary sets of information outcomes from these workshops (copies attached). These included:

 

·                 a set of sustainability values or conditions;

·                 a list of possible indicators for measuring sustainability outcomes; and

·                 additional suggestions for action over the remaining years of the levy program.

 

Despite the review focussing on Council’s sustainability initiatives and efforts there was a range of suggestions and ideas that clearly link to the strategic directions and outcomes of Randwick’s 20 year City Plan. Early discussion of the review results with Performance Review staff are likely to result in these findings being incorporated into the 2008 review of City Plan.

 

As promised to workshop participants, the attached sets of information from the Sustaining our City review workshops are due to be communicated back to them at a community workshop on December 12, 2007.

Direction 10a: Council is a leader in fostering environmentally sustainable practices.

 

FINANCIAL IMPACT STATEMENT:

 

The mid term review is funded through an external $50,000 grant provided to Randwick Council from the Department of Environment and Climate Change.

 

CONCLUSION:

 

The outcomes obtained are also likely to influence the next operational plan under consideration for Sustaining our City staff as well as informing and assisting in the assembly of information to the Minister for Local Government requesting a continuation of the Levy program once the current 5 year timeframe is completed.

 

RECOMMENDATION:

 

That:

 

a)     the report be received and noted; and

b)     outcomes from the Sustaining our City Program review process to be used to extend the continuation of the Environment Levy.
